The Senior Director of Day Services and
P.O.W.E.R.
Program provides strategic leadership and operational oversight for New England Village's Day Services, including Day Habilitation, Community-Based Day Services (CBDS), Employment Supports, and related initiatives. With primary responsibility for the quality, growth, and continued advancement of Day Services, this role develops and implements strategies that strengthen service delivery, expand opportunities, foster innovative employment supports, and ensure services remain person-centered, inclusive, and aligned with the organization's mission, strategic priorities, and regulatory requirements. As a key new organizational initiative, the Senior Director will lead the development and evolution of the
P.O.W.E.R.
Program, providing full programmatic and operational oversight from concept through implementation. This position will be responsible for shaping the program's vision, design, growth, and long-term sustainability while ensuring the program remains person-centered, inclusive, responsive to participant interests, and aligned with New England Village's mission and strategic priorities. Through leadership of both Day Services and the
P.O.W.E.R.
Program, the Senior Director advances service quality, supports sustainable growth, promotes meaningful participation and community inclusion, and helps create innovative opportunities for connection, engagement, and belonging. Responsibilities and Duties:
Strategic Leadership and Program Development Develop and implement a comprehensive vision and strategy for Day Habilitation, CBDS, Employment Services, and the
P.O.W.E.R.
program that advances organizational goals, responds to evolving participant and community needs, and supports sustainable growth. Identify and pursue opportunities to strengthen and expand assigned programs through effective partnerships, innovative program models, and thoughtful use of available resources. Lead program initiatives that promote person-centered planning, skill development, employment, meaningful participation, independence, connection, and community inclusion. Lead the development and evolution of

as a key new organizational initiative, shaping its vision, design, implementation, evaluation, continuous refinement, and long-term sustainability. Collaborate with senior leadership to align program strategy, operations, staffing, quality priorities, and growth opportunities with organizational goals and available resources. Partner with executive and senior leadership to anticipate regulatory, system, community, and service delivery trends affecting Day Habilitation, CBDS, Employment Services, and
P.O.W.E.R.
Operational and Regulatory Program Oversight Oversee the daily operations of multiple program sites across Day Services, ensuring services promote dignity, independence, skill development, and community inclusion. Ensure compliance with DDS, DPH, MassHealth, and CARF standards applicable to Day Services and Clinical Services. Ensure all DDS‑funded contracts for CBDS and Employment Programs are accurate, current, and reflective of authorized service levels. Monitor enrollment and utilization trends across Day Services and prepare utilization updates for provider meetings, contract reviews, and DDS‑related discussions. Assist in developing program budgets and funding proposals; monitor spending and recommend adjustments as needed. Ensure all DDS-funded contracts for CBDS and Employment Services are accurate, current, and reflective of authorized service levels. ; monitor financial performance and recommend adjustments as needed. Direct the day-to-day implementation of P.O.W.E.R., including program design, operating procedures, activity coordination, outreach, partnerships, and recommendations regarding continuation, modification, expansion, and future direction. Leverage staffing, technology, registration and intake processes, participant and family communication, and organizational systems to support efficient, high‑quality service delivery and workforce planning. Quality Management Provide organizational oversight of quality management systems supporting Day Habilitation, CBDS, Employment Services, and P.O.W.E.R., including current records, policies, procedures, training, and other applicable requirements. Implement and monitor continuous quality improvement processes to support compliance with MassHealth, DDS, CARF, and other applicable standards. Ensure systems are in place to support regulatory and operational readiness, including preparation for applicable audits, surveys, and monitoring activities. Monitor prior authorization timelines and documentation accuracy for Day Habilitation and other applicable services to prevent service interruptions. Review and analyze data related to service delivery, participation, utilization, incidents, participant and family experience, quality outcomes, and financial performance to identify trends, risks, and opportunities for improvement. Partner with program leaders and senior leadership to identify corrective actions and quality improvement priorities, engaging clinical or other professional resources when specialized consultation is required. Establish goals, performance measures, and evaluation processes across assigned programs, using findings to promote consistency, accountability, continuous improvement, and long-term sustainability. Staff Oversight and Training Provide strategic leadership for the supervision and development of staff across Day Habilitation, CBDS, Employment Services, and P.O.W.E.R., ensuring teams are supported to deliver high-quality, person-centered programs aligned with New England Village's mission and values. Establish clear expectations for leadership accountability, regulatory compliance, participant experience, operational performance, and alignment with organizational standards across assigned programs. Support training and professional development opportunities that align with organizational priorities, regulatory requirements, and evolving program needs. Ensure onboarding and required ongoing training and certifications are completed in accordance with regulatory standards and New England Village practice. Partner with Human Resources to support recruitment, retention, and staffing decisions aligned with program needs and organizational goals. Provide regular supervision and leadership engagement with direct reports, including team meetings and scheduled one-to-one supervision focused on performance, development, and alignment. In collaboration with Human Resources and senior leadership, support timely and appropriate responses to incidents, concerns, or complaints, including follow-up actions, staff retraining, performance coaching, and documentation. Utilize organizational systems to support operational oversight, workforce planning, and effective team coordination. Leadership and Professionalism Actively contribute perspective and insight to organizational planning and decision-making, bringing forward considerations related to Day Habilitation, CBDS, Employment Services, P.O.W.E.R., and organization-wide impacts to support informed, mission-aligned change. Promote leadership practices that foster trust, shared accountability, collaboration, transparency, and engagement across teams. Serve as a senior organizational resource for consultation on complex service, regulatory, operational, or system-level issues related to assigned programs. Represent the organization in external meetings, audits, partnerships, and regulatory discussions related to assigned programs, as delegated by the Chief Operating Officer. Contribute to organizational strategy and continuous improvement by identifying trends, emerging needs, and opportunities to strengthen service delivery. Demonstrate professionalism, adaptability, and sound judgment in navigating complex situations and periods of increased operational demand. Participate in on-call responsibilities as part of the Senior Leadership team, in accordance with organizational protocols. Perform other duties consistent with the scope and responsibilities of the role as needed.
Knowledge and Experience:
Bachelor's degree in human services, social work, psychology, education, business administration, public administration, or a related field is required; advanced education or relevant professional training is preferred. Current professional credential or licensure as a Board Certified Behavior Analyst (BCBA), Massachusetts Licensed Applied Behavior Analyst (LABA), or Licensed Social Worker (LSW) is preferred, but not required. Minimum of five (5) years progressive experience serving individuals with intellectual and developmental disabilities, including autism, in person-centered Day Habilitation, CBDS, Employment Services, social, recreational, or related programs. Demonstrated experience developing, implementing, evaluating, and expanding programs, services, initiatives, or strategic projects in response to participant interests, community needs, organizational priorities, and available resources. Demonstrated experience developing and launching new programs, pilot initiatives, service models including private-pay services, or program enhancements, including planning, implementation, evaluation, and continuous improvement. Progressive leadership experience within human services, healthcare, education, or a related organization, including responsibility for supervision, program oversight, and system-level decision-making, typically reflected through 7-10 years of increasing leadership responsibility. Advanced knowledge of DDS-funded Day Habilitation, CBDS, and Employment Services, MassHealth Day Habilitation requirements, and applicable CARF standards, with the ability to interpret and apply requirements at an organizational level. Working knowledge of state contract procurement processes and service authorization frameworks relevant to publicly funded human services. Demonstrated success building community partnerships, promoting person-centered services, and advancing opportunities for employment, meaningful participation, and community inclusion. Ability to manage multiple priorities, initiatives, and deadlines in a dynamic environment. Demonstrated ability to lead organizational change, program development, and continuous quality improvement efforts. Ability to navigate complex regulatory environments and apply sound judgment in addressing operational, personnel, and participant-related issues. Proficient computer skills, including Word, Excel, and related Microsoft Office applications. Maintenance of role-related certifications, including MAP, CPR, First Aid, and QBS, in alignment with organizational and regulatory expectations. Maintain a valid Massachusetts driver's license and reliable transportation. Ability to work appropriately with confidential information and records.
