Town of Selmer Reports To:
Town of Selmer Mayor The Parks and Recreation Director is responsible for overseeing all aspects of recreational programming, as well as planning and coordinating community events within the Town of Selmer.
Duties and Responsibilities:
1.
Recreational Programming:
  • Develop, implement, and continuously improve a comprehensive sports and recreational program for residents, including youth baseball/softball leagues, basketball, cheerleading, football, soccer, and other activities.
  • Manage all aspects of the Town of Selmer Parks and Recreation Department sports programs, including franchising, rostering, insurance acquisition, sourcing qualified referees, sourcing and coordinating volunteers for multiple positions, and addressing any issues that arise during the seasons.
  • Host tournaments and facilitate all-stars leagues, ensuring high-quality competition and positive experiences for participants.
  • Oversee the planning, organization, and execution of the summer day camp program and the management of the town pool during the summer season, ensuring safety protocols and high-quality programming.

Community Events:
  • Plan, organize, and execute community events, such as festivals, parades, and holiday celebrations, to promote community engagement and enhance quality of life, including but not limited to Freedom Fest and Christmas on Court.
Manage the Town of Selmer Farmer's Market in conjunction with the UT Extension office, including vendor coordination, marketing, and day-to-day operations. 3.
Community Center and Membership Program:
  • Oversee the operations of the Selmer Parks and Recreation Department Community Center, ensuring it serves as a hub for community activities and events.
Facilitate the membership program, including member recruitment, retention, and management. ensuring the community center meets the needs and expectations of its members. 4.
Staff Management:
Recruit, train, supervise, and manage a team of full-time, part-time, and seasonal staff as well as volunteers for sports leagues, recreational programs, and community events, ensuring a high level of performance and adherence to departmental policies. Handle all HR-related tasks, including recruitment, training, performance evaluations, scheduling, disciplinary actions, and policy enforcement.
  • Track and submit employee payroll information, approve and track time off, and oversee the hiring and termination of all department employees.

Facility Management:
  • Coordinate with maintenance staff to ensure proper maintenance and upkeep of sports fields, courts, parks, and the community center, including scheduling regular site inspections and addressing maintenance issues promptly.
  • Issue work orders, inspect facilities, and complete inspections ensuring all facilities are safe and meet regulatory standards. Implement and enforce rules and policies for parks and facilities guests, ensuring a safe and welcoming environment for all users.
  • Oversee all maintenance staff duties, providing guidance and support as needed.

Collaboration and Coordination:
  • Collaborate with local schools, community groups, regional partners, and businesses to enhance recreational opportunities for residents, building strong partnerships and community support.
  • Maintain communication and coordination with the Parks and Recreation Advisory Board, Mayor, and other stakeholders to address community needs and interests, attending meetings and providing updates as required.

Marketing and Community Engagement:
  • Develop and execute comprehensive marketing strategies to promote sports leagues, programs, and community events to residents through various channels, including social media, local media, and community outreach.
  • Demonstrate proficiency in public speaking to represent the Pamks and Recreation Department at community and public events, building awareness and support for departmental initiatives.

Budget and Resource Management:
  • Plan, prepare, and manage the annual budget for the Parks and Recreation Department, including forecasting, allocation of resources, and monitoring expenditures to ensure adherence to the budget.
  • Implement and adhere to budget allocations for sports and recreational programs and events, ensuring effective use of resources and identifying opportunities for cost savings and efficiencies.

Concession Stand Management:
  • Manage the operation of concession stands, including inventory control, staffing, and compliance with health and safety regulations.
  • Handle, frack, and be responsible for the money collected from concession sales, ensuring accurate record-keeping and secure handling of funds.

  • Understand and comply with local, state, and federal laws regarding employees, employers, and human resources, ensuring all departmental practices meet legal and regulatory standards.

Preferred Qualifications:

  • Excellent communication and organizational skills, with a demonstrated ability to manage multiple projects simultaneously.
  • Strong leadership and team management skills, with the ability to inspire and motivate staff and volunteers.
  • Ability to work collaboratively with various stakeholders, including local schools, community groups, volunteers, regional partners, and businesses.
  • Knowledge of budgeting and resource management, with experience in planning and managing departmental budgets.
  • Familiarity with human resources practices and regulations, with the ability to handle HR related tasks effectively.
  • Availability to work after hours on holidays, and weekends as required, ensuring coverage and support for all events and activities.
  • CPR and First Aid certification preferred.
