6/3/2026 Mission Statement The Federated Indians of Graton Rancheria exists to exercise its inherent sovereign powers, customs, and traditions; to perpetuate its unique native heritage; to preserve and protect the rights and privileges of the Tribe; to establish justice in the conduct of tribal affairs; to work for the social and economic betterment of all the Tribal Citizens; and to foster the value of education. Position Purpose The Citizenship Services Coordinator provides administrative support to Federated Indians of Graton Rancheria Citizens and FIGR Tribal Government in all areas of Tribal Enrollment in accordance with the FIGR Constitution, Citizenship Statue, and supporting policies and procedures. The key role is managing critical deadlines and fulfilling the Tribe's obligations for security and confidentiality regarding Tribal Records of/for FIGR Citizens and families. Essential Duties, Functions & Responsibilities Maintains enrollment records and database for all FIGR Tribal Citizens. Prepares, collects, and maintains security of all citizenship documentation of the Tribe. Accepts and processes incoming citizenship applications and prepares information packets regarding enrollment decisions to the Citizenship Committee members for their action. Prepares resolutions for quarterly meetings, and tribal membership and enrollment reports. Assists tribal officials and Citizens in verifying information required for tribal benefits and services, including, but not limited to eligibility for Health Services, dual tribal enrollment, ICWA, and elections. Provides information and assistance regarding degree of Indian blood, proof of age, tribal enrollment and other matters relating to tribal membership and enrollment; works directly with ICWA and Social Services. Develops and maintains files and database systems for custody issues. Provides Citizenship lists, mailing labels, reports, or verifications for tribal committees, internal department use, for approved purposes of office tribal business, annual events, scholarship, or tribal program services. Oversees the management of correspondence systems, such as emails and inquiry letters regarding enrollment. Prepares background information and supporting documents for appeal decisions regarding tribal enrollment and blood degree challenges. Collects, catalogs, and organizes historical data and records to serve as a basis for reference in the process of roll making; maintains Base and Lineal rolls for Tribal Citizenship enrollment. Researches and presents information and/or updates to the Citizenship Committee and Tribal Council, as requested. Implements the Tribes By-laws, Constitution, Citizenship Statute, resolutions, and motions as they pertain to department duties. Creates monthly newsletter article with content related to citizenship and its programs. Provides administrative support to the Citizenship Committee members. Performs other duties, as assigned. Supervisory Responsibilities None Minimum Mandatory Qualifications Experience Three years of relevant administrative experience Education High school diploma or GED equivalentLicense/Certification:
Must possess a valid driver's license and be insurable under the Tribe's policy. Preferred Qualifications Administrative in tribal setting Associate's degree in a relevant field Skills, Abilities, and Other Qualifications Knowledge of FIGR Constitution and By-laws, Citizenship Statute, and policies as they relate to Tribal Enrollment. Demonstrated ability to make sound independent judgments on potentially sensitive, personal issues. Demonstrated ability and willingness to strictly adhere to Freedom of Information and Privacy Act; ability to handle confidential client and employment information with tact and discretion. Demonstrated ability to take direction from, and support, multiple professional staff. Working knowledge of administrative tasks, protocols, and procedures; with the ability to follow policy. Ability to work with frequent interruptions and the ability to work effectively under pressure, while managing multiple priorities. Demonstrated ability to work with people of all ages and diverse backgrounds in a courteous and professional manner. Demonstrated ability to establish and maintain highly effective working relationships. Ability to perform basic operation of a computer workstation and general office equipment. Ability to work independently within established policies, procedures, and schedules. Ability to exercise sound judgement and possess problem-solving skills involving concrete variables in standardized situations and the ability to make decisions that are varied, and, in many cases, there is no precedent to draw on. Ability to maintain strict confidentiality and exercise discretion, particularly regarding sensitive or confidential personnel or organizational matters. Ability to work efficiently and effectively when in high-pressure situations and under deadlines. Ability to master and effectively use the database and software systems used at FIGR. Ability to adhere to the highest level of professional ethical standards. Demonstrate advanced analytical, organizational, and problem-solving skills. Demonstrate excellent verbal and written communication skills. Demonstrate accuracy and thoroughness, with the ability to monitor own work to ensure quality. Demonstrate record of satisfactory performance in all prior employment as evidenced by positive employment references from previous employers. Demonstrate strong cultural sensitivity and ability to work effectively within a Native American tribal government environment.
