The Program Specialist III (Hospital Admissions Coordinator) performs moderately complex (journey-level) administrative, consultative, and technical program work. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Work involves serving as liaison to staff, other government agencies, community organizations and others in explaining the Admissions & Commitments process for the MSU and AFP campuses. This position monitors compliance with requirements, laws, regulations, policies and procedures for Admissions & Commitments, collects, organizes, analyzes and prepares materials in response to requests, reports, and special projects from Hospital and Central Administration staff and others. Gathers and verifies admission documentation from the Clearinghouse and maintains the Admissions Bulletin Board posting outlining the admission schedule. This position provides coverage in the absence of the Director of Admissions & Commitments. Operates under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned include actively participating and serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Essential Job Functions (EJFs): Evaluates and monitors compliance within the admissions departmental procedures regarding scheduling with Counties for Maximum Security Units (MSU) and Adolescent Forensic Programs (AFP). Coordinates admissions in relation to incoming Facility Review Board referrals and inter-unit transfers. Maintains expected MSU and AFP census and up to date on all statues and policies consistently. Forwards appropriate correspondence relating to admissions to all stakeholders involved. Prepare, evaluate, and process commitment documents to ensure validity. Processes include running CARE histories, individual's demographic, AvatarPM data entry, electronic card file, and Admissions Bulletin Board posting outlining the admission schedule. Analyze and disseminate correspondence to Central Administration/Legal Department regarding the legality of questionable commitments or unusual circumstances. Evaluates admission criteria and documents required for both the adult MSU and the Adolescent Forensic Program (AFP), with a heavy emphasis on AFP. Tracks overall time from receipt of referrals, approval/denial, and actual admission to identify deficiencies and areas of potential improvement. Identifies any gaps in current review/admission preparation processes and continuously recommends improvements to be reviewed by department leadership. Gathers, assembles, correlates, and analyzes admissions information to conduct comprehensive reviews to identify issues and support departmental decision-making. Ability to establish goals and objectives, develop and implement effective solutions to admissions and operational challenges, and develop, evaluate, interpret, and apply departmental policies, procedures, and program guidelines to ensure compliance and improve program effectiveness. Performs training in identifying, developing, and monitoring performance measures and key indicators to evaluate program outcomes, operational effectiveness, and staff performance. Utilizes computers, databases, and applicable software applications to analyze data, prepare reports, maintain records, and support program administration and continuous process improvement. Provides process information regarding laws and policies related to forensic commitments to sheriff departments, jail administrators, MHA staff, attorneys, prosecutors, courts, Central Office administration staff, regional hospital staff. Conducts research, collects data, prepares reports and forwards requested information. Determines and communicates needs of admission process to Hospital and Central Administration. Serves as a liaison to sheriff departments, jail administrators, MHA staff, attorneys, prosecutors, courts, and Central Office administration staff by providing examples of commitment orders, flowcharts for commitments or any other pertinent information related to admissions to MSU and AFP units. This position provides coverage in the absence of the Director of Admissions & Commitments. Performs other duties as assigned. Knowledge, Skills and Abilities (KSAs): Knowledge of relevant local, state, and federal laws, regulations, and guidelines governing admissions/transfers/discharges to State Hospitals and Counties. Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques. Knowledge of admission/referral processes from other State Hospitals and the Clearinghouse. Knowledge of required legal documentation for Admission. Knowledge of legal processes governing commitment and medication hearings for state hospital individuals. Skills in delegation in the absence of the Director and monitoring for completion of those tasks. Skills in professional oral and written communication. Skills in operation of the state hospital computer system and applicable software. Ability to use programs such as Work, Excel and RAD.

Registrations, Licensure Requirements or Certifications:

Must possess a valid Texas driver license or obtain it no later than 90 days after dire date to drive a state vehicle. Applicants with an out-of-state driver's license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management Policy.

Initial Screening Criteria:

Graduation from an accredited two-year college or university OR a minimum of three years of experience in the State Hospital system. Three years of experience working with MSU and AFP admissions processes is required. Knowledge of MSU and AFP commitment types is required. Knowledge of census management is required.

Additional Information:

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco and Terrell Center for Youth applicants must be 21 years of age.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
