Videos Duties Help NSA Hawaii is hiring a Facility Services Officer (FSO) with specializion in Mechanical and Electrical Systems to serve as the Supervisory FSO for our 24x7 Wch Team. FSOs are responsible for oversight of the operion, maintenance, repair, modificion, design, construction, and inspection of Agency facilities. Specific responsibilities vary based upon areas of expertise. The Supervisory FSO will lead the 24/7 team of FSOs to ensure technical support of various infrastructure building systems (e.g. HVAC, electrical, mechanical, plumbing, fire protection, etc.), facilities improvement and maintenance. In addition, the candide will communice across all levels of leadership and brief command of ongoing events and large O&M efforts. The Supervisory FSO should possess the ability to work with customers and partners to ensure building support functions, coordine outages with mission customers, develop technical plans and efforts to enhance and troubleshoot issues. The Supervisory FSO role includes the development of Stements of Work (SOW), working Technical Task Orders (TTO) for repairs, and ensuring the execution of work. Facility Services Officers (Mechanical & Electrical Systems): Assigned to the 24/7 Facilities Wch Team, monitor and opere the Chilled Wer and Electrical distribution systems the NSA complex. Responsible for monitoring the condition of all other facilities systems during scheduled and unscheduled outages, construction projects, and activities th place the facility in an abnormal condition. Key component services provided to assure reliable operions:
  • Coordine all utility outages with other maintenance customers and mission support elements.
  • Ensure th timely notificion of facility emergencies are made to all personnel th are impacted.
  • Prepare and review daily logs and alarm summaries to ensure th follow-up actions are taken.
  • Provide shift coverage to maintain the recommended staffing levels needed to opere the campus systems and provide emergency response to facility emergencies.
  • Supervise Campus Utility outages when needed and assist with shutdown sequences and outage coordinion.
  • Review day to day operions of the Chilled Wer and Electrical distribution systems and coordine plant changes with Building Maintenance & Operions personnel.
  • Provide accure monitoring and control of the Agency's HVAC and Chilled Wer Distribution systems through the Agency's Energy Management and Control Systems (EMCS).
  • Provide accure monitoring and control of the Agency's Electrical Distribution systems through the Agency's Supervisory Control and Da Acquisition (SCADA) System.
  • Operions of the Chilled Wer and Electrical distribution systems and coordine plant changes with Building Maintenance & Operions personnel.
  • Initie daily plant stus reports and make operor log entries to reflect the health and welfare of the systems.
  • Maintain Operor logs to reflect any plant reconfigurions, responses to problem areas by tour persons, as well as any impact to Chilled Wer distribution, Electrical distribution and Fire alarm operions.
  • Conduct routine virtual Mechanical and Electrical Systems Tours to inspect and monitor maintenance activities to assure availability of systems are not interrupted.
  • Respond and/or dispch facility personnel to emergencies and routine service calls as needed.
  • Take necessary actions to control or repair the problems and provide follow up details for Wch logs.

Relevant experience must include two or more of the following: space planning or interior design; community or campus planning; construction; business administrion; architecture; engineering (for example, facilities or infrastructure reled field); finance; property or space management; trades or facilities operions; facilities system integrion or interaction; hospitality; budgeting, cost estiming, project management activities in a reled facilities or trade environment; building systems; HVAC; fire protection; plumbing. Certificion in a relevant field (for example, electrical, mechanical, interior design) may count for up to one year of experience. At least one year of experience leading people, projects, or programs specifically reled to facilities or infrastructure is also required. Entry is with a high school diploma or GED plus 10 years of relevant experience, vocional/technical training in a relevant field plus 9 years of relevant experience, or an Associe's degree plus 8 years of relevant experience, or a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 additional years of relevant experience, or a Journeyman license in a relevant field plus 4 years of relevant experience, or a Master Tradesman license in a relevant field with no additional experience.
