SUMMARY:

Develops, coordinates and implements Disaster Recovery Programs and other grants in conjunction with federal, state, and county agencies, funding sources, and related organizations and staff. Recruits, interviews, screens and assists potential program participants in all phases of disaster recovery assistance.

The Director oversees disaster recovery programs and ensures the applications are processed accurately, consistently, and in accordance with approved policies, eligibility requirements, and program procedures. The Director is responsible for maintaining quality control standards, monitoring application processing timelines, resolving complex eligibility issues, overseeing participant communications, and ensuring complete and audit-ready participant records.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Policy and Procedures Implementation

  • Implement approved intake, eligibility enrollment and verification procedures.
  • Provide guidance regarding interpretation of program policies.
  • Assist in updating intake forms, eligibility checklists, standing operating procedures, and workflow documentation.
  • Recommend process improvements to increase efficiency and consistency.
    Reporting and Performance Monitoring
  • Monitor intake and eligibility performance metrics.
  • Prepare operational reports regarding:
    ○Intake volume
    ○Application processing times
    ○Eligibility determination rates
    ○Enrollment rates
    ○Documentation deficiencies
    ○Qualify assurance findings
  • Identify trends and implement corrective actions as needed.
    Compliance Oversight
  • Ensure compliance with policies, program requirements, confidentiality standards, and recordkeeping requirements.
  • Support monitoring, audit, and quality assurance activities.
  • Respond to requests for documentation and program records.
  • Ensure participant privacy and confidentiality requirements are consistently maintained.
  • Regularly exercises discretion, independent judgment and decision making while performing duties and responsibilities.
  • Monitors and evaluates program activity and reports outcomes to MEO Administration for review and direction.
  • Responsible for funding management, development and grant processing.
  • Monitor workflow and monitor staff productivity.
  • Coach and train staff to increase productivity.
  • Represent MEO at various community meetings as needed.
  • Ensures of proper planning, coordination, implementation, and evaluation in meeting program and training objectives.
  • Oversees and manages the administration of disaster recovery services and processing.
  • Review information collected and monitor referrals, services, and assistance as needed.
  • Monitor eligibility determination to ensure clients receive additional services and assistance.
  • Monitor database to ensure applications are complete and processed in a timely manner.
  • Develops MOUs and cooperative agreements with other agencies and community groups who serve program clients.
  • Ensures clients receive guidance on all matters pertaining to disaster recovery plans, operations and referrals.
  • Provides oversight, direction and support to the disaster recovery program.
  • Conducts needs analysis studies and confers with Disaster Recovery Coordinator and Specialists to determine training needs.
  • Compiles data and analyzes past and current year training requirements to assist with budget and funding requests.
  • Formulates policies, programs, and schedules, based on knowledge of identified program needs.
  • May assist applicants with all aspects of the process, to include, but not limited to: completion of application form, obtaining supporting data, and referring completed information for processing.
  • Provides statistics for quarterly CSBG and other necessary reports.
  • Promotes and maintains a high level of customer service ensuring that client's needs are met.
  • Maintain professional boundaries and confidentiality at all times.
  • Promotes and maintains safety culture for staff and clients.
  • Regular attendance.

SUPERVISORY RESPONSIBILITIES
  • Directly supervises the Disaster Recovery Coordinator, provides oversight of disaster recovery staff, and program participants.

Responsibilities include interviewing, screening, selecting and training program staff and participants; planning, assigning, and directing work; assessing performance; recognizing and acknowledging strengths and weaknesses; addressing complaints and resolving problems.

  • Ability to establish working relationships with appropriate community agencies and partners.
  • Ability to travel off island on occasion.

EDUCATION and/or

EXPERIENCE
  • High School Diploma or GED, required
  • Bachelor's degree in related field and supervisory experience, or equivalent combination of education and experience.
LANGUAGE SKILLS
  • Ability to read and interpret documents such as eligibility requirements.
  • Ability to write reports.
  • Ability to speak effectively before groups of clients and co-workers.
  • Ability to write reports, correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from various groups.

  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to read and analyze reports.

CERTIFICATES, LICENSES, REGISTRATIONS
  • Must possess a valid driver's license and access to an insured vehicle, preferred.
