Job Description
Work is performed under minimal supervision with moderate latitude in the use of initiative and independent judgment. Position relies on experience and subject-matter expertise to apply concepts, techniques, and knowledge of processes in decision making.
Works under the direction of the Highway Maintenance Supervisor.
EXAMPLE OF DUTIES
Schedules jobs based upon public safety, priority, project deadlines, material and employee availability, and weather.Oversees daily job assignments to ensure they are being performed in a safe and timely manner; ensures that all job specifications are being followed and are communicated to the crew.
Prepares work area prior to starting projects calling for Pennsylvania One Call mark outs. Maintains accurate, timely, and organized records related to employee timekeeping, payroll, daily work activities, and material usage in accordance with Township standards.
Participates in performing construction and maintenance activities as needed.
Assists in preparing specifications for needed equipment and supplies.
Ensures that receipts of purchased materials are signed off on and submitted for payment.
Supports budget monitoring and operational reporting by tracking labor, equipment, and material usage and ensuring proper documentation and submission of records. Specializes in the placement, operation, maintenance, and uniformity of traffic control devices.
Coordinates Township pavement markings and sign installation and/or repair in accordance with current Pennsylvania Department of Transportation (PennDOT) standards and the Manual on Uniform Traffic Control Devices (MUTCD) guidelines.
Participates in direction and oversight of winter or emergency operations.
Administers union contract language.
Assists in employee selection, when necessary.
Oversees time keeping, payroll and paid time off.
Upholds strict confidentiality in dealing with sensitive information, including personnel matters, legal documents, financial data, contracts, and other proprietary information.
Follows Township and public safety guidelines and protocols and performs job functions in a safe manner; reports all safety hazards per established policies and procedures.
Attends and participates in group meetings; stays current on new trends and best practices.
Interacts professionally with residents or businesses; provides assistance and addresses inquiries or concerns. Responds to inquiries, questions and comments from the public per established standards and protocols; responds to and resolves difficult and sensitive inquiries, issues and complaints.
May provide technical training in safe and efficient operations when working in or near traffic and dangerous equipment.
Assists Township Risk Control Manager with liability, auto, workers' compensation and property loss claim investigations as directed.
Performs duties of lower-level classifications, as necessary.
Attends and participates in group meetings; stays current on new trends and best practices.
May be required to attend evening or weekend meetings and events based on organizational responsibilities and requirements.
Responds to emergencies at any time of day or night as directed; serves on call per department policy.
May be assigned to other departments or divisions to perform required duties, as needed.
Supervisory Responsibilities:
May schedule and motivate personnel; provide or coordinate staff training; work with employees to correct deficiencies; make recommendations regarding disciplinary action.Develops and implements short- and medium-term work plans (daily, weekly, and seasonal) to efficiently allocate staff, equipment, and resources.
SUPPLEMENTAL INFORMATION
Depending on functional area of assignment, tasks involve the periodic performance of moderately physically demanding work, usually involving positioning, transporting, pushing and/or pulling of moderately heavy objects and materials. Tasks that require transporting objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. Tasks may involve ability to position self to access difficult to reach areas.Tasks are regularly performed inside and outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature, and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing. In severe weather conditions, ability to sit and drive for up to 16 hours.
Ability to sit for a minimum of 1 up to 8 hours, stand for a minimum of 1 up to 8 hours, walk for a minimum of 2 up to 8 hours and drive for a minimum of 2 up to 8 hours per workday. In severe weather conditions, ability to sit and drive for up to 16 hours.
Ability to bend, stoop, squat, climb, reach above shoulder level, crouch, kneel, lift and push/pull up to 75% of the workday.
Ability to lift and carry up to 50 pounds of tools, equipment and materials for up to 68% of the workday and lift and carry up to 100 pounds of tools, equipment and materials for up to 35% of the workday.
Ability to use both feet for operating foot control of equipment.
Ability to use both hands for simple grasping, firm grasping and fine manipulation of tools, equipment and objects.
Ability to perform job functions around moving machinery, including construction equipment.
Ability to perform job functions in all types of weather and temperatures.
Ability to drive automotive equipment and departmental machinery.
Ability to perform job functions using safety precautions where environmental conditions may be challenging.
Ability to perform job functions using safety precautions where loud noises may be present.
