Specialist / Host Nation Liaison is the Enterprise Knowledge Management team member who operates outside the continental United States. This role combines the daily functions of a Knowledge Systems Specialist (SharePoint, M365, governance, user support, training) with the unique complexities of operating in a foreign country under Status of Forces Agreement (SOFA) protections, navigating host nation regulations, coordinating with multinational partners, and managing cross-network interoperability challenges in the OCONUS environment addressing legal, cultural, technical, and logistical complexity.

Qualifications:

ACTIVE Secret or TS/SCI clearance Three (3+) years of OCONUS experience or current OCONUS residence — ideally Stuttgart; any OCONUS military installation Eligibility for SOFA (Status of Forces Agreement) protection and DOCPER (Documentation of Personnel) registration in the host nation or prior

SOFA/DOCPER

experience in Germany or another NATO country; understanding of SOFA privileges and limitations (tax exemptions, driving, legal status, dependent enrollment Three (3+) years of SharePoint hands-on administration and support in a multinational environment — content in multiple languages, permissions accommodating partner nation access, cross-site architecture connecting CONUS and OCONUS instances Three (3+) years of experience with M365 in GCC High OCONUS — understanding of bandwidth constraints, latency considerations, and feature availability at OCONUS locations Three (3+) years of demonstrated history of autonomous decision-making within defined boundaries operating independently across multiple time zones Four (4+) years of experience working multinational classified networks preferably BICES Five (5+) years of SOF military experience or support SOF military experience understanding SOF missions, operational tempo, classification handling, and decision-making culture Valid U.S. passport and OCONUS medical/dental clearance eligibility CompTIA Security+ certification ITIL 4 Foundation certification preferred RedSky LLC is an equal opportunity employer.
