Position Description Summary/Purpose:
The purposes of this position are to develop, direct, administer and manage a comprehensive recreation program, including facilities, to meet community needs for safe and accessible programs, sports, camps and related activities.
This is accomplished by overseeing:
The operation of indoor and outdoor recreation programs and department budgets; evaluating community needs; developing and evaluating policies and programs; promoting programs, seeking sponsorships and managing a variety of facilities, including Camp Cochipianee. The Director of Recreation is required to exercise considerable independent judgment in administering and managing Town recreation programs and activities and is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.
Essential Job Functions/Primary Responsibilities:

Organize, implement and supervise all Recreation programs and events including a six- week camp, after school programs, senior trips/events/classes, holiday events, concerts and yearly events. Select instructors and solicit volunteers; promote programs; coordinate registrations; supervise staff and oversee and/or conduct programs; ensure facilities, and equipment are cleaned and in good working order after each event. Coordinate events and programs with the school and Town departments and groups, as appropriate (ex: Library, AARP, PTO). Conduct needs assessments in order to initiate, plan, organize, and direct age-appropriate, comprehensive community recreational operations, special events and activities; evaluate the effectiveness of programs and recreational activities. Develop short term and long- range departmental plans based on participant feedback and surveys, as well as financial and staff resources. Recruit, interview, select and train the staff and volunteers for the six-week summer day camp. Ensure safe practices and OSHA compliance. Oversee staff and programs and run special camp events. Oversee/perform all closing functions, procedures and reporting. Supervise the work and conduct of all staff members and volunteers, including coaches and instructors. Ensure health, first aid and safety training are provided and reinforced. Develop the annual budget and facilitate monthly reports. Purchase equipment and supplies and conduct all programs/events within budget line items; maintain an inventory of recreation facilities and equipment owned by the Town. Solicit sponsorships for programs and events. Write grant applications and assist the Fiscal Office with required reporting. Oversee the 57-acre camp property including all grounds, facilities and equipment. Coordinate maintenance with building contractors, contracted custodian, and the Public Works department. Authorize payments for contracted services. Meet with prospective renters of the camp facility; write rental contracts, collect deposits and fees; issue keys and inspect the facility after each event. Schedule community events as requested (ex: American Legion, Boy Scouts, crafts groups, yoga, etc.). Maintain accessibility for issues as they may arise. Promote proactive, customer - focused services; respond and follow up with complaints and concerns; refer unusual issues or incidents to appropriate departments or agencies. Provide information, support and assistance to the public and the media. Participate in the preparation and dissemination of department and Town public information materials including flyers, web sites, social media, e-blasts, brochures, booklet, media coverage and press releases; prepare and deliver oral presentations to local, civic and cultural organizations. Meet individually with local businesses/groups to promote programs and solicit sponsorships and/or grants. Write the Recreation portion of the Town's Annual Report and submit information for quarterly "Town Topics'. Assist with maintaining the functionality of the Town's website and assist Town staff members with using computer software and photo editing. Attend Town meetings as appropriate, Recreation Commission monthly meetings, and Board of Selectman and Board of Finance meetings, as needed. Keep Recreation Commission Chair and members informed of developments and decisions; prepare the agenda and issue reminders for the monthly meetings. Serve on related committees or attend special meetings, as directed by the Recreation Commission. Attend State and regional recreational association meetings, workshops and conferences. Conduct all work in a safe manner and ensure all work safety practices are followed. Consistent on-site office and on-time attendance is essential for this position. Must maintain availability during a wide range of activities, events and programs.

Knowledge, Ability and Skill:
Thorough knowledge of the principles and practices of community recreation programming, scheduling and administration, and related laws. Thorough knowledge of parks and facilities administration and maintenance. Knowledge of and ability to coordinate the programming, operation and maintenance of indoor and outdoor facilities. Knowledge of social trends and indicators and their impact on recreational policy. Thorough knowledge of, and ability to use, computer and social media applications. Knowledge of, and ability to develop and administer, a municipal park and recreation operating budget. Sound fiscal skills, including recordkeeping, reconciliation and reporting. Ability to develop short term and long-range plans for programs and activities for all age groups, and to implement and evaluate such programs and activities. Knowledge of elementary education and age-appropriate sports and athletics. Ability to establish and maintain effective working relationships with Town staff and officials, the public and the media. Ability to effectively handle multiple projects and programs at one time. Ability to assign, train, motivate and supervise seasonal staff and volunteers. General knowledge associated with the maintenance of buildings, properties, grounds and equipment. Ability to provide periodic and comprehensive narrative and statistical reports. Minimum Required Qualifications:
Education, Training and Experience:
Bachelor's degree in Recreation, or Physical Education, or related field, with over 4 years of recreation experience in organizations similar to municipalities, including 2 years of supervisory experience; or any equivalent combination of education, experience and training
Special Requirements:
Must have and maintain: Valid Driver's License. Must maintain required technical certifications, including CPR-AED. Lifeguard certification preferred.
Job Environment:
Managerial and administrative work is performed in a quiet to moderately noisy office with regular interruptions during the day from the public and other Town Department staff via phone or in person. Outdoor work includes driving to numerous facilities and meetings; and performing recreation-related errands. Works in all weather conditions; works and/or is available on weekends and at night. Requires the operation of an automobile, telephones, computers, copiers, facsimile machines, and other standard office equipment. Constantly connects with the general public to handle resident's questions and complaints and during recreational programs and events. Frequent and periodic contacts are with seasonal employees and volunteers in the department, and other Town departments, vendors, the media, committees and organizations. Communication is frequently in person, by phone, fax, email and in writing. Errors in judgment or omissions could result in personal injury/loss, injuries to other employees, delays in service, monetary loss or rework, damage to buildings and/or equipment and potential liability. Has access to some overall confidential materials on occasion.
