RECREATION SUPERINTENDENT

PROGRAMS DEFINITION
To direct, manage, supervise and coordinate the programs and activities of the Recreation Division within the Parks and Recreation Department; to coordinate assigned activities with other City departments, divisions and outside agencies; and to provide highly responsible and complex administrative support to the Parks and Recreation Director. This position has the authority to recommend action in the interest of the employer to hire, transfer, promote, assign, reward and discipline employees and has the responsibility to direct employees. This is accomplished through the use of independent judgment and relates to the employer's management of operations. The employee is expected to adhere to all City of Ponca City policies, City guidelines and SOPs and act as a role model in their application.
ESSENTIAL FUNCTION STATEMENTS
Essential responsibilities and duties may include, but are not limited to, the following: Assume management responsibility for all services and activities of the Recreation Division including the Parks & Rec, RecPlex, Senior Center, sports programs, camps, pools, concessions, facilities maintenance and community programs. Schedule, implement, promote and publicize adult and youth recreation sports programs and community programs. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. Plan, direct, coordinate and review the work plan for the Recreation Division; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. Select, train, motivate and evaluate recreation personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures as appropriate. Oversee and participate in the development and administration of the Recreation Program, Wentz Pool, AMBUC Pool and RecPlex annual budgets; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. Serve as liaison for the Recreation Division with other City departments, divisions and outside agencies; coordinate activities and resolve sensitive or complex issues. Perform general marketing functions for recreation facilities; make presentations; maintain usage schedules; prepare brochures; and coordinate advertising. Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence. Provide responsible staff assistance to the Parks and Recreation Director. Conduct organizational, operational and program studies; recommend modifications to recreation programs, policies and procedures as appropriate. Attend and participate in professional group meetings; stay abreast of new trends and innovations in recreation and recreation services. Estimate time, materials and equipment required for assigned jobs; requisition materials as required. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Prepare and maintain a variety of records, inventories and reports. Maintain acceptable attendance and the ability to work well with people. Any specific requirements stated in the "offer of employment letter." Safety for oneself and others is a primary responsibility of every employee. Perform related duties and responsibilities as required.
QUALIFICATIONS
Principles, Practices and Knowledge of:
Municipal recreation programs, services and activities. Recreation program development and administration. Management of programs, policies and operational needs. Municipal budget preparation and administration. Employee supervision, training and performance evaluation. Rules and regulations associated with recreational activities. Pertinent Federal, State and local laws, codes and regulations. Recreation facility operations and programming. Customer service and community relations.
Operational Skills and Core Competencies:
Manage, direct and coordinate the work of assigned staff. Select, supervise, train and evaluate staff. Oversee and direct the operations, services and activities of the Recreation Division. Develop and administer division goals, objectives, policies and procedures. Prepare and administer complex budgets. Prepare clear and concise administrative and financial reports. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement appropriate recommendations. Research, analyze and evaluate new service delivery methods and techniques. Interpret and apply Federal, State and local policies, laws and regulations. Coordinate recreation programs, activities and facility operations. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with employees, program participants, community organizations, outside agencies and the public. Operate assigned office and recreation-related equipment.
Functional Requirements:
Maintain functional capabilities necessary to perform assigned duties including: 1. Sitting for prolonged periods of time. 2. Standing and walking throughout recreation facilities and outdoor areas. 3. Light lifting and carrying. 4. Communicating effectively with employees, program participants and the public. 5. Reading, writing and preparing reports and correspondence. 6. Operating assigned office and recreation-related equipment. 7. Observing recreation programs, facilities and activities. 8. Exercising sound judgment and decision-making abilities.
LICENSE OR CERTIFICATE
  • Certified Parks and Recreation Professional preferred.
  • Aquatic Facility Operator certification preferred.
  • Possession of, or ability to obtain, an appropriate, valid driver's license required.
  • Possession of, or ability to obtain, an appropriate, valid CPR certification required.
