4/1/2026 11:59 PM Arizona Purpose of the Job This position is responsible for assisting the Environmental Engineering Manager in the administration of the Onsite Wastewater Program in accordance with Arizona Statutes and supervising comprehensive evaluations of soils for the purpose of issuing Onsite Wastewater (OSWW) permits. Designs and permits suitable sites according to State regulations and policies. Inspects installed private wells for compliance with State laws and regulations. Supervises the investigation of complaints, determines validity, makes recommendations for corrective actions, and takes appropriate enforcement action as determined by State laws, regulations and agency policies for the OSWW program and other Environmental Affairs (EA) program areas. Prepares reports/referrals of a professional and technical nature for enforcement and recommends action for violations. Ensures compliance with a broad range of current health and environmental codes including, Food Safety, Vector Control, Public Health Nuisance, Hotels and Motels, and swimming pools and spas. This position may also assist with problematic sites and investigations that may lead to revocation of issued permits to construct. The Assistant Environmental Engineering Manager serves in the absence of the Manager in supervising division operations. Essential Duties and Responsibilities
SUPERVISORY RESPONSIBILITIES
Regularly assigns work to other employees and supervises related activities. Provides recommendations on employee training; employee performance; scheduling work hours and granting time off.
ESSENTIAL DUTIES AND RESPONSIBILITIES TIME SPENT
Provides quality customer services and protects personal rights; responds to and resolves difficult and sensitive public inquiries and complaints; negotiates significant and controversial public/environmental engineering issues; ensures failing systems, problematic facilities, and polluting situations are resolved. 20% Manages, develops and implements Environmental Health section goals, objectives, policies and priorities; coordinates Environmental Health programs and policies; oversees departmental activities with other divisions and outside agencies in relation to epidemics, disease outbreaks, Bio-Terrorism and Emergency preparedness exercises, and natural disasters such as floods and forest fires; represents the Environmental Health section to other Counties, ADEQ and outside agencies. Assesses departmental administrative and support systems; implements Trak-it computer program. 20% Provides engineering guidance and rule interpretation to staff and customers; coordinates departmental activities with other County divisions, elected officials and outside agencies regarding water quality problems, water quality improvement grant programs and public needs. 10% Reviews and approves plans, correction, approval, and construction inspection of project plans for alternative sewage treatment systems prepared by registered Professional Engineers throughout Gila County. 10% Works with wastewater engineering staff to ensure permitting and compliance issues are addressed on time, ensures issues of interest are presented to the administrator or director in a timely fashion, forecasts workloads and identifies resource constraints that impact permitting or compliance, and provides data and recommendations to the division administrator to help develop Gila County's strategic plan. 10% Conducts soil investigations and standard system permitting; investigates and oversees cleanup of sewage spills; conducts site usage and option consultation with property owners, prospective buyers, realtors, contractors, developers, builders, engineers, and other relevant parties regarding the development of property. 10% Coordinates routine/required inspections or audits of restaurants, pools, spas, and temporary food establishments to ensure compliance with current environmental codes, regulations and policies and provides technical and educational assistance. 10% Assists the Environmental Engineering Manager in overseeing staff activities, coordinates resources in order to respond to public requirements and contractor requests regarding individual sewage disposal systems and building project clearance; supervises, trains, and monitors the performance of assigned personnel; ensures compliance with departmental policies and procedures. 10% Performs other duties as assigned.
BUDGET RESPONSIBILITIES
This position reviews, edits and provides recommendations on departmental level budget.
PROJECT RESPONSIBILITIES
Provides project research support on process improvement projects.

This position trains colleagues, explains County procedures or processes, participates in meetings, gives presentations, moderates gatherings and negotiates or persuades.

This position creates or edits documents, internal memos, emails, procedures, formal letters and reports.

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.
INTERACTIONS SPECIFICALLY WITH CUSTOMERS
Always (More than 85% in a year) Minimum Education/Directly Related Experience Required
MINIMUM EDUCATION REQUIRED
Bachelor's Degree in Engineering, Environmental Health or a closely related field.
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED
Five (5) years environmental health/engineering experience, including two (2) years supervisory experience; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Licensed in Arizona as a Professional Engineer (PE) or Registered Environmental Health Specialist Certification for the State of Arizona; Arizona licensure as a Registered Sanitarian (RS). Must possess and maintain a valid Driver's License. Supplemental Information

Regularly lifts up to 25 lbs. of work related materials, equipment or tools. Regularly requires dexterity for keyboard operation. Incumbents in this position may be required to walk; routinely bend and crawl; occasionally kneel; occasionally twist.
WORK ENVIRONMENT
Incumbents in this position perform work in a standard office environment and in the field when conducting tests and consultations; must be able to lift/carry 25 pounds.
SAFETY RISK EXPOSURE
Incumbents in this position may become exposed to telephone verbal abuse by emotional customers or citizens, wetness and humidity and variable and/or extreme weather conditions and rough terrain.
PROTECTIVE GEAR & SAFETY MANUALS
Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department. Constantly required to utilize safety footwear.
