Job Description
Human Resources Director The primary function of the HR Director is to lead and develop a team of professionals responsible for recruiting, hiring, and staffing the organization's operational workforce. This role works collaboratively with Operations and other support areas to meet the company's workforce development needs and ensure strong alignment between talent strategy and business objectives. The HR Director provides guidance, support, and technical expertise to management and supervisory staff on personnel matters, helping them navigate staffing, performance, and team member relations needs. Additionally, the HR Director supports team members with their human resource needs by ensuring clear communication, consistent application of HR policies, and responsive assistance throughout the team member's lifecycle. This position will be based out of Starcon's office in La Porte, Texas and responsible for the human resource oversight across the company's U.S. operations.
JOB RESPONSIBILITIES
Retain, develop, and attract top talent to the organization. Establish and manage practices that support a diverse organization through effective recruiting, hiring, education, and development to build a loyal and high-performing workforce. Partner with Operational Management to forecast workforce needs and track HR's progress in meeting those needs. Facilitate meetings with Operations to ensure timely staffing of projects (turnarounds, maintenance, and capital jobs). Work closely with Operations and Corporate Human Resources to initiate, implement, and manage company practices, policies, and programs. Support the organization's annual performance management process, career development initiatives, and compensation and benefits administration. Support Corporate Human Resources with government reporting requirements and inquiries from governmental agencies in the area of Human Resources. Assist with investigations of Team Member complaints or concerns raised at project sites. Administer the Starcon Drug and Alcohol Policy, including managing participation in consortiums and coordinating random, pre-employment, post-accident, for-cause, and follow-up testing as the Designated Employer Representative. Partner with Senior Managers to ensure resources, policies, procedures, and practices are in place and executed to support the company's strategic and business objectives. Manage the department's budget. Oversee the organization's college internship program.QUALIFICATIONS/REQUIREMENTS
The successful candidate will be a self-starter who can manage multiple tasks while demonstrating personal integrity, ethics, and strong attention to detail.Additional qualifications include:
10+ years of Human Resources experience, including 5+ years in a management role, preferably in the construction industry. Experience in petrochemical or refining markets is preferred. Ability to oversee and manage high volume hiring initiatives. Proven success leading change management efforts in complex environments. Excellent written and verbal communication skills, with the ability to work effectively at all levels of the organization and provide honest, direct feedback. Demonstrated computer skills with Microsoft Office Suite, HR Systems, etc. Strong critical thinking, decision-making, and problem-solving skills, with a track record of sound judgment and accountability. Ability to work in a fast-paced, team-oriented environment while remaining flexible, supportive, and adaptable to shifting priorities and responsibilities.
