Job Description

Job Purpose & Position Overview The HR Project Specialist supports the Human Resources Department by leading HR data analytics, KPI tracking, and required reporting to support departmental leadership and organizational decision-making. Reporting directly to the HR Director, this position provides primary analytical, project, and administrative support, ensuring accurate, timely, and actionable workforce data and reporting. The role also serves as an administrative resource for the HR department, assisting with coordination, documentation, and departmental operations, while maintaining a primary focus on supporting the HR Director and advancing HR performance, accountability, and continuous improvement.
Job Duties and Responsibilities:
Demonstrate WCHS core mission, vision, and values; promote Winnebago Comprehensive Healthcare System as an employer of choice. Develop, track, and maintain HR key performance indicators (KPIs) and dashboards related to recruitment, retention, turnover, onboarding, workforce compliance, and other HR metrics. Collect, analyze, validate, and interpret HR data from multiple sources to ensure accuracy, consistency, and data integrity. Prepare and deliver routine and ad hoc reports for departmental leadership, executive leadership, and external or regulatory reporting requirements as needed. Support the HR Director by providing analytical insights, reports, project coordination, and follow up related to departmental priorities, initiatives, and strategic goals. Assist in monitoring trends, identifying risks or performance gaps, and recommending data driven opportunities for process improvement. Serve as a liaison between HR and other departments to support data requests, reporting needs, and cross functional initiatives. Provide administrative support to the HR department, including document management, scheduling, coordination of HR projects, and tracking departmental deliverables. Maintain confidentiality and exercise discretion when handling sensitive employee and organizational information. Support audits, compliance reviews, and leadership requests by compiling accurate HR data and documentation. Provide administrative and operational support across HR functional areas, including recruitment, onboarding, employee lifecycle changes, benefits administration, employee relations, and compliance activities. Serve as an initial point of contact for employee inquiries related to HR policies, procedures, and general employment matters, escalating issues to HR leadership as appropriate. Maintain accurate and up to date employee records within the HRIS and personnel files, ensuring confidentiality and data integrity. Assist with audits, reporting, and documentation related to HR compliance, workers' compensation, training, and regulatory requirements. Support HR projects and initiatives such as engagement efforts, wellness programs, policy updates, and departmental process improvements. Coordinate HR training, meetings, and department events, including scheduling, logistics, and purchasing food and supplies as needed. Participate in departmental and organizational meetings and support achievement of performance goals established by executive leadership. Maintain ongoing professional development to remain current with HR compliance requirements, best practices, and HRIS enhancements. Perform other related duties as assigned to support the effective operation of the Human Resources Department.
Minimum Qualifications:
Associate's degree or equivalent experience, OR 2+ years of internal company experience demonstrating relevant skills and competencies. 2+ years of HR experience OR equivalent transferable experience (e.g., operations, customer service, retail, distribution, healthcare, hospitality, manufacturing). Demonstrated ability to use workplace technology and systems, including Microsoft Office applications, to organize, analyze, and manage information and data. Ability to apply policies and procedures, exercise discretion, and maintain confidentiality in handling sensitive information. Effective communication, customer service, and interpersonal skills to effectively support employees and collaborate across teams. Demonstrated organization, attention to detail, follow through, and problem solving skills in a fast paced environment. Ability to work independently with minimal supervision while contributing effectively as part of a team. Reliable attendance, professionalism, and flexibility to work occasional evenings or weekends as job duties require. Ability to successfully complete required pre employment screenings, including drug testing and background checks. Possession of a valid U.S. Driver's License and ability to maintain insurability under the Winnebago Tribe of Nebraska insurance program. Preferred Qualifications Experience using an HRIS and supporting HR reporting, analytics, dashboards, or workforce metrics. Working knowledge of multiple HR functional areas, such as recruitment, onboarding, employee lifecycle processes, benefits administration, and compliance. Experience supporting audits, regulatory reporting, or compliance related documentation. Demonstrated understanding of how human resources support organizational goals, performance, and workforce planning. Commitment to ongoing learning and professional development related to HR practices, compliance, and technology.
Physical Requirements:
Normal to light office work, including the ability to lift up to 10 pounds. Regularly required to sit, stand, and walk for extended periods of time. Regular use of hands and fingers to operate a computer keyboard, telephone, and various other office equipment.
Cognitive Requirements:
Ability to read, write, and perform basic calculations. Ability to communicate effectively, verbally and in writing. Ability to think critically, demonstrate good business judgment, and make decisions that align with the organization's mission, vision, and values. Ability to work independently with minimal supervision while managing multiple priorities.
Language Requirements:
Ability to read, write, and speak English fluently. Ability to use professional verbal and written communication skills consistently and effectively.
