Job Description
Overview Advanced clerical and staff assistant work supporting the Human Resources Division and Human Resources Director. Work is performed under the direct supervision of the Director of Human Resources. Responsibilities Maintains employee personnel files containing highly confidential and sensitive employee documentation, such as pre-employment physicals, drug testing, social security numbers, and FMLA forms all while ensuring HIPAA and Employee Privacy guidelines are maintained. Prepares and tracks Personnel Action Forms associated with employee changes, including but not limited to new hires, pay increases, leaves and terminations. Maintains performance evaluation log and notifies departments of outstanding evaluations due. Records and files Workers Compensation Injury, Accident, non-injury claim forms. Provides administrative support to the Human Resources Division. Keeps appointment calendars and helps plan and schedule daily work activities. Takes notes and minutes of conferences, meetings and functions as required. Greets visitors and assists internal and external customers in person and by phone. Provides assistance to applicants applying for City employment. Schedules applicants, for interviews and coordinates pre-employment testing, screenings and background checks. Manages and maintains employee benefit information in various databases. Prepares new hire files and benefit packets. Responsible for processing mail, monitoring and ordering office supplies and purging files for off-site retention. Prepares City staff identification badges and coordinates with applicable departed for required access points. Creates letters, forms, reports, contracts, schedules, manuals, booklets, requisitions, purchase orders and other office related paperwork. Researches and compiles data for monthly reports, including Training, HR Monthly Report, New Hire, Birthday/Anniversary Lists, Citywide Phone List and Citywide Employee List. Responsible for coordinating all aspects of Citywide Awards including Service Awards, quarterly and biannually awards. Reconciles monthly vendor invoices and executes request for payment. Invoice and process monthly retiree COBRA payments. All other HR related duties as assigned.
Knowledge, Skills and Abilities:
Knowledge of business English, spelling and punctuation, in order to prepare documents and compose letters, etc. Understanding of group health insurance programs. Knowledge of office practices and procedures. Knowledge of automated record-keeping systems. Knowledge of mathematics. Knowledge of the Department and City's policies, procedures and practices and ability to interpret and apply correctly. Ability to establish and maintain effective working relationships with employees and the public. Ability to operate a PC in a network environment with excellent typing and data entry skills. Ability to communicate using speaking, hearing and visual skills. Ability to detect and correct procedural and content errors and maintain accurate and comprehensive records. Ability to communicate clearly and concisely, orally and in writing. Proficient in Microsoft Office Suite, including Outlook, Word and Excel. Strong organizational skills with the ability to multi-task. Education and Experience Associates Degree from an accredited college or university. Two (2) years' work experience involving administrative/clerical duties in the human resources field. (A comparable amount of training or experience may be substituted for the minimum qualifications.) Licenses, Certifications Possession of a valid Florida Driver's License.ESSENTIAL PHYSICAL SKILLS
Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Ability to communicate both orally and in writing. Ability to access file cabinets for filing and retrieval of data. Ability to access, input and retrieve information from a network PC. Ability to sit at a desk and view a display screen for extended periods of time.ENVIRONMENTAL CONDITIONS
