Operating\r\nacross 24 jurisdictions, our dedicated team of over 1,000 attorneys,\r\ninvestigators, social workers, and administrative professionals works\r\ncollaboratively to protect fundamental constitutional rights, preserve liberty,\r\nand advocate for systemic justice reform across Maryland.\r\nMOPD is seeking a dynamic, highly organized, and\r\ntech-savvy Assistant Facilities Director to serve in a critical operational\r\nleadership role. Under the general direction of the Facilities Director, this\r\nposition functions as the primary deputy administrator, executing the statewide\r\noversight, strategic planning, daily operations, and long-term maintenance of\r\nMOPD's real estate footprint encompassing over 60 district offices, specialized\r\nunits, and administrative spaces across Maryland.\r\nThe Assistant Facilities Director bridges high-level\r\nexecutive planning with hands-on technical execution. Working, as delegated,\r\ndirectly with agency leadership, the Department of General Services (DGS), and\r\nprivate landlords, the incumbent ensures that MOPD's physical infrastructure\r\ndirectly supports its legal mission.
Essential responsibilities include:
\r\nProperty & Capital Project Oversight \r\n- \r\n
Project Execution:
Direct design, construction,\r\nremodeling, and building systems maintenance across 60+ statewide facilities.\r\n- \r\n
Lease & Budget Management:
Handle software tracking\r\nof leases, DGS Form 680 space requests, negotiate state lease renewals, monitor\r\ncapital budgets, and audit contractor invoices.\r\n- \r\n
Vendor & Site Logistics:
Direct external\r\ncontractors, oversee office relocations, conduct site quality/ADA/OSHA\r\ninspections, and manage the digital work-order system.\r\nStrategic Planning & Daily Operations \r\n- \r\n
Leadership Alignment:
Partner with the COO, CFO, and\r\ninternal divisions (IT, Fiscal, HR) to develop multi-year capital plans and\r\nfacility policies.\r\n- \r\n
Emergency & Safety Protocols:
Lead Continuity of\r\nOperations (COOP) readiness, serve as primary DGS security liaison, and manage\r\nphysical access controls.\r\n- \r\n
Project Tracking & Systems Management:
Utilize\r\nspecialized software to oversee facility maintenance requests, lease\r\nagreements, and capital projects. Monitor project status, deadlines, and key\r\nperformance dashboards to proactively identify and resolve operational issues,\r\nwhile preparing data-driven reports and purchase justifications for senior\r\nleadership.\r\n- \r\n
Auxiliary Services & Escalation:
Manage the\r\nstatewide fleet vehicle program and parking allocations, while serving as\r\ntop-level escalation for complex landlord or operational disputes.\r\nPersonnel Management \r\n- \r\n
Team Supervision:
Directly lead, mentor, and evaluate\r\ndedicated Facilities Division staff.\r\n- \r\n
Administrative Leadership:
Handle performance reviews\r\n(PEPs), work assignments, leave approvals, recruitment, and disciplinary\r\nactions.\r\nMINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate. \r\nExperience:
Five years of administrative staff or professional work. \r\nNotes:
\r\n1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience. \r\nDESIRED OR PREFERRED QUALIFICATIONS PREFERRED
QUALIFICATIONS\r\nEducation:
Possession of a Bachelor's\r\ndegree from an accredited college or university.\r\nExperience:
Five (5)�Five years of facilities management and administrative work,�including experience in\r\nfacilities management, lease administration, vendor management, or capital\r\nproject oversight.�\r\n- Experience managing multi-site state or local\r\ngovernment facilities programs and commercial lease administration (e.g., DGS\r\nForm 680 process).\r\n
- Experience with project management software.\r\n
- Direct supervisory experience leading\r\nfacilities, logistics, or operations personnel.\r\n
- Experience overseeing architectural build-outs,\r\nvendor procurement, and project tracking systems.�\r\n
- Working knowledge of building codes, ADA\r\naccessibility, and OSHA safety standards.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\nSPECIAL REQUIREMENTS

Driver's License:
Employees must possess\r\na valid Maryland driver's license (Class C) and be capable of operating an E150\r\ncargo van.\r\n- \r\n
Physical Demands:
Ability to perform\r\nphysical activities, including breakdown of furniture and lifting items up to\r\n50 pounds.\r\n- \r\n
Working Environment:
Position involves\r\ntravel to statewide locations. Site visits may require personal protective\r\nequipment (PPE/hard hats) on construction sites or visits to detention centers\r\nhousing agency offices.\r\n- \r\n
