LOCATION OF POSITION
\r\nBaltimore City\r\n6776 Reisterstown Road\r\n\r\n\r\nBaltimore, MD 21215\r\n\r\n Main Purpose of Job The incumbent in this position functions as an Administrator in EEO investigations and supports the Assistant Director of EEO & Investigations within the Office of Fair Practices and Inclusion. With nearly 9,000 employees, and a budget of close to $1.2 billion, the Department of Public Safety and Correctional Services is one of the largest state agencies in Maryland. The Department's functions include the operation of three correctional divisions that total 27 facilities, and 45 parole and probation supervision offices. This position will handle high level tasks and responsibilities under the direction and guidance of the OFPI Executive Leadership. The incumbent will be responsible for intake, investigation, and following through to making recommendations for discipline, training, policy adjustments depending on the dispute and fact finding. Casework includes externally filed matters where the incumbent will represent the DPSCS in administrative or other adjudicatory processes involving complaints of discrimination, fair labor practice, or harassment and bullying. This Administrator will also support requests for ADA medical accommodations and religious accommodations, as well as assisting with other EEO related program administration tasks, developing processes, templates and training.\r\nPOSITION DUTIES
This\r\nposition's primary duty will be to investigate complaints of discrimination and\r\nbullying to include equal employment opportunity, Americans with Disabilities\r\nAct and sexual harassment complaints. Receive, triage, investigate, document, and\r\nrecommend corrective action to charging parties' supervisor via the Executive\r\nDirector and Assistant Director of EEO & Investigations. Coordinate the\r\nadministrative processes needed for the management of investigations and\r\nthe resolution of all EEO/ADA related complaints filed by DPSCS employees,\r\nassist with preparing detailed responses to EEO/ADA related complaints from\r\noutside agencies including the U.S. Equal Employment Opportunity Commission and\r\nthe Maryland Commission on Civil Rights in their respective region. The\r\nincumbent will assist in developing program resources and process\r\nimprovement, as well as provide support for reporting and data\r\nmanagement for EEO complaints. The incumbent will support the ADA Program\r\nwhen needed by responding to requests for accommodation as well as supporting policy\r\nreview, SOP creation, process improvements, etc. \r\nBeing\r\nreadily available in-person to meet with investigators and provide EEO training\r\nat various DPSCS locations across the state.\r\nDuties\r\ninclude but aren't limited to: \r\nProviding\r\nadministrative assistance to manage cases from beginning to end, including\r\nintake, triage, investigation, processing documentation, drafting investigative\r\nreports, memos, and preparing communications on the OFPI Executive Leadership's\r\nbehalf;\r\ndata tracking and reporting; maintaining comprehensive and accurate records and\r\nstoring data; compiling and sharing EEO related reports for the OFPI Executive\r\nLeadership review.\r\nAdditional\r\nduties of this position include:
\r\nMaking\r\nrecommendations to Executive Director and/or Assistant Directors on issues\r\nrelated to EEO/ADA investigations, case work, or training; participating on\r\ninterview panels to ensure fair hiring practices; reviewing statistical data of\r\nDepartment's workforce and employment practices and monitoring recruitment and\r\nretention progress data to share with the OFPI Executive Leadership; assisting\r\nwith updating information and guidance to managers regarding EEO/ADA laws and\r\nrequirements for compliance; mediation where appropriate in support of the ADR\r\nprogram.Developing SOPs for all processes:
templates and forms. \r\nReview\r\ninvestigator work for conformity to policy and practice approved by the\r\nExecutive Director.\r\n\r\nTraining:
\r\n\r\nThis\r\nposition will collaborate with and assist the EEO Training & Compliance\r\nManager. The incumbent will develop and provide EEO/ADA training and related\r\nworkshops as needed. This incumbent will also assist in developing a\r\ncomprehensive training program for investigators. The incumbent must be available\r\nto administer in-person training across various DPSCS locations. \r\nPartner\r\nwith the Assistant Director of Data, Compliance & Operations on identifying\r\nissues for targeted training and development to be coordinated with the EEO\r\nTraining & Compliance Manager. \r\nData\r\nAnalytics:
\r\nData\r\nanalytics focused on EEO case data, including analysis, optimization of data\r\ntracking and processing, and development of standard operating procedures\r\n(SOPs) and templates. \r\nOther assignments as\r\nneeded by the OFPI Executive Leadership.�\r\nMINIMUM QUALIFICATIONS
Education:
�Graduation\r\nfrom an accredited high school or possession of a high school equivalency\r\ncertificate.\r\nExperience:
�Six\r\nyears of administrative staff or professional work.\r\n\r\n\r\n\r\nNotes:
\r\n1. Candidates may substitute 30 college credit hours from an\r\naccredited college or university for each year up to four years of the required\r\nexperience.\r\n2. Candidates may substitute the possession of a Bachelor's degree\r\nfrom an accredited college or university and two years of experience in\r\nadministrative staff or professional work for the required experience.\r\n3. Candidates may substitute the possession of a Master's degree\r\nfrom an accredited college or university for the required experience.\r\n\r\n\r\n4. Candidates may substitute U.S. Armed Forces military service\r\nexperience as a commissioned officer involving staff work related to the\r\nadministration of rules, regulations, policy, procedures and processes, or\r\noverseeing or coordinating unit operations or functioning as a staff assistant\r\nto a higher ranking commissioned officer on a year-for-year basis for the\r\nrequired experience.\r\nDESIRED OR PREFERRED QUALIFICATIONS 1.
� Experience in handling investigations and/or\r\ncomplaints of discrimination and report writing.\r\n2.� Experience leading or training and developing\r\nothers into an EEO Investigator who can process and handle investigations\r\nand/or complaints of discrimination that require a thorough analysis based on\r\nFederal and State employment policies, laws, and regulations.\r\n3.� Experience in human resources with a specific\r\nfocus on employee relations or equal employment opportunity.\r\nLIMITATIONS ON SELECTION
