Job Description

Job Summary:
The Vice President of Recruitment is responsible for the strategic leadership and oversight of agency-wide talent acquisition, workforce planning, recruitment operations, and onboarding initiatives. Reporting to the Chief Human Resources Officer, this position develops and implements innovative workforce strategies to support organizational growth, workforce stability, employee retention, and succession planning. The Vice President serves as a key member of the Human Resources leadership team and partners closely with executive leadership, program leadership, Human Resources, and Organizational Learning & Employee Development (OLED) to strengthen workforce pipelines, enhance the employee experience, and address current and future workforce needs.
Duties and Responsibilities:
Recruitment & Workforce Strategy Lead agency-wide recruitment and workforce planning initiatives. Develop innovative recruitment strategies to address staffing shortages and hard-to-fill positions. Develop and oversee annual recruitment plans aligned with agency strategic goals. Build partnerships with colleges, universities, community organizations, and workforce programs. Oversee recruitment advertising, applicant tracking systems, and recruitment vendors. Develop workforce pipeline initiatives for critical and high-demand positions. Represent the agency at job fairs, recruitment events, workforce development initiatives, and community outreach activities. Monitor recruitment metrics including vacancy rates, time-to-fill, turnover trends, and hiring effectiveness. Ensure consistent and compliant recruitment practices across all agency programs. Retention & Employee Engagement Develop and implement employee retention strategies to improve workforce stability. Analyze turnover trends and identify opportunities to enhance employee retention. Partner with OLED to support onboarding, career development, leadership development, and succession planning efforts. Support initiatives that promote employee satisfaction, professional growth, and organizational commitment. Leadership & Operations Supervise the Talent Acquisition Director and Human Resources Administrator. Provide leadership, coaching, and accountability for recruitment staff. Develop and manage recruitment-related budgets, contracts, and vendor relationships. Prepare and present recruitment, retention, and workforce planning reports to executive leadership and Board committees as requested. Collaborate with Human Resources leadership regarding workforce trends, salary competitiveness, succession planning, and staffing challenges. Serve as a strategic advisor to executive leadership on talent acquisition and workforce planning matters. Participate in strategic workforce planning initiatives agency-wide. Maintain compliance with all applicable federal, state, and local employment laws and regulations. Perform other duties as assigned.
Education & Experience:
Bachelor's degree required. Master's degree preferred in in Human Resources, Business Administration, Human Services, Organizational Development, or a related field. Minimum of 3-5 years of Human Resources, recruitment, talent acquisition, or workforce management experience required. Minimum of two (3) years of supervisory experience required. Experience with applicant tracking systems (ATS), HRIS systems, recruitment analytics, and workforce reporting preferred. Demonstrated ability to manage multiple priorities and work collaboratively with leadership and program staff.
Knowledge, Skills & Abilities:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to interact with and complete assignments in a manner sensitive to the service population's cultural and socioeconomic characteristics
Work Environment & Physical Requirements:
Must be able to sit or stand for long periods of time.• Must be able to communicate clearly and effectivelyst be able to lift 10 pounds. Valid, non-restricted driver's license required. Must be able to travel between agency locations and attend recruitment events as needed.
Pay:
$135,000.00 - $140,000.00 per year
