Job Description The Vice President, Payroll & HR Systems is the executive leader accountable for the strategy, governance, performance, and people leadership of the organization's Human Capital Management and payroll platforms, with primary ownership of Workday HCM and ADP Payroll. This role directly leads the Workday and ADP Payroll teams, ensuring stable, secure, compliant, and scalable solutions in support of a complex aerospace manufacturing workforce. The position plays a critical role in enabling operational excellence, regulatory compliance, workforce transparency, and data‑driven decision‑making across PCC. The role serves as the strategic bridge between Human Resources, Finance, IT, Legal/Compliance, and Operations, ensuring systems align with business objectives, labor requirements, and regulatory mandates including ITAR, SOX, and government contracting standards.

Essential Duties and Responsibilities:

Define and execute PCC's long-term HR and payroll systems strategy, ensuring alignment with growth, manufacturing operations, and global workforce needs.

Provide direct executive leadership over Workday and ADP Payroll teams including HRIS, payroll systems, integrations, reporting, and security.

Define, own and lead system roadmaps, upgrades, and enhancements initiatives.

Ensure compliant payroll processing globally, including across multi-state, union, non‑union, exempt, and non-exempt populations.

Oversee integration between Workday, ADP Payroll, timekeeping, labor tracking, benefits, finance systems, and IT Systems (Active Directory, ServiceNow)

Support complex payroll needs including shift differentials, premium pay, collective bargaining agreements, and government program requirements.

Ensure systems are in compliance with ITAR, SOX, GDPR, and state/federal labor laws.

Partner with Legal, Internal Audit, and Compliance to ensure controls, audit readiness, and data security.

Maintain strong data governance, privacy, role-based access controls, and cybersecurity practices.

Experience and Education:

Bachelor's degree in Human Resources, Information Systems, Business Administration, or related field required.

Master's degree (MBA, MS HR, or similar) strongly preferred.

15+ years of progressive experience in HR systems, payroll systems, or enterprise applications, with at least:

7+ years in senior leadership or executive roles.

Direct leadership of enterprise Workday and ADP Vantage teams.

Experience in aerospace, defense, manufacturing, or highly regulated environments strongly preferred.

Proven success leading large, complex system implementations, and integrations.

Knowledge, Skills & Abilities:
Expert knowledge of:

Workday HCM (Core, Security, Reporting, Talent and Benefits)

ADP Vantage payroll and workforce management (U.S. multi‑state, complex pay environments, ADP Workforce suites, and ADP Lyric)

Strong understanding of HR, payroll, and finance data integration.

Familiarity with timekeeping, labor cost allocation, and manufacturing workforce models.

Risk-aware decision-making in regulated environments
