Full Job Description Purpose:
This position is responsible for providing strategic leadership, administrative oversight, and operational integration across Human Resources, Benefits Administration, HRIS, Contracts and Provider Management, and Compliance functions at Pima Council on Aging (PCOA). This position ensures that internal systems, workforce practices, and contracted provider relationships support organizational effectiveness, regulatory compliance, and mission alignment.

Schedule, Post of Duty, & Travel Requirements:
37.5 hours weekly, primarily Monday-Friday, 8:30 a.m. - 5:00 p.m. This position is located at the Katie Building (600 South Country Club Road, Tucson
AZ 85716
). Some remote work may be available. Some travel is required.
Major Duties & Responsibilities:
Provides strategic leadership and oversight of Human Resources, contracts and provider management, benefits administration, HRIS, and compliance functions. Oversees the full lifecycle of contracted provider relationships, including procurement, contract development, performance monitoring, compliance, and renewal. Leads procurement processes, including RFP development and vendor selection, in accordance with 2 CFR 200 and organizational policy. Ensures organizational compliance with federal, state, and local regulations, including Uniform Guidance (2 CFR 200), and maintains audit-ready systems and documentation. Develops, implements, and maintains organizational policies and procedures across HR, contracts, and administrative operations. Directs all Human Resources functions, including recruitment, onboarding, employee relations, performance management, and policy administration. Oversees employee benefits programs and leads annual renewal processes, ensuring compliance, cost-effectiveness, and accessibility to staff. Manages HRIS systems, ensuring data integrity, reporting capability, and alignment with payroll and organizational needs. Partners with Finance to ensure accurate payroll processing, contract budget alignment, and appropriate funding allocation. Analyzes workforce, contract, and operational data to inform decision-making, resource allocation, and organizational planning. Provides leadership, supervision, and development to assigned staff, ensuring accountability, performance, and alignment with organizational goals. Serves as a strategic partner to executive leadership, aligning administrative systems and infrastructure with PCOA's mission and service delivery needs.
Essential Functions:
Oversees, plans, implements, directs, and manages all functions and resources within the department. Manages, guides, and provides leadership to a team of staff regarding workload, assignments, resources, training, and performance. Oversees the hiring, terminating, training, developing, performance review, and corrective action plans for staff. Assists in the development and administration of budgets, policies, projects, and programs within the department. Analyzes organizational needs and trends, reviews statistics and opportunities, and communicates to both executive leadership and reporting staff as needed. Communicates progress reports and analysis to both executive leadership and reporting staff. Ensures that work adheres to local, state, and federal governmental regulations, and other applicable rules and requirements. Uses virtual collaboration platforms to perform work as necessary (e.g., Zoom or Teams). Facilitates individual and team meetings and huddles, and ensures staff attend required trainings and agency-related events.
Qualifications:
An equivalent combination of education and experience related to the position may be considered. A Bachelor's degree in Human Resources, Business or Public Administration, or a closely related field; a Master's degree is preferred. At least four (4) years of experience in human resources, operations, or contracts management; five (5) years is preferred. At least four (4) years of experience in program development, implementation, and management; five (5) years is preferred. At least three (3) years of experience in a managerial capacity; four (4) years is preferred.
Additional Qualifications:
SHRM-SCP, SPHR, or HRCI preferred. Experience in nonprofit or human services organizations preferred. Experience with HRIS systems; Paycom preferred. Experience supporting audits, including single audits. Must have reliable transportation. Must successfully obtain and maintain AZ Level 1 Fingerprint Clearance and Central Registry background clearance.
Knowledge, Skills, and Abilities:
Knowledge of HR management principles and employment law. Knowledge of contract administration, procurement processes, and compliance standards. Knowledge of nonprofit operations and federally funded programs. Skill in strategic planning, data analysis, and operational integration. Skill in communication, leadership, and cross-functional collaboration. Ability to maintain confidentiality and exercise sound judgment. Ability to manage multiple priorities and meet deadlines. Ability to build relationships with staff, leadership, and external partners. Ability to support and promote PCOA's mission, vision, and values.
Physical & Environmental Factors:
While performing the duties of this job, the employee is regularly required to sit, walk, stand, and occasionally climb or balance, squat, stoop, twist, turn, push, pull, kneel, crouch, crawl, and reach with hands and arms. Hearing requirements include the ability to listen and respond appropriately to conversations in person, virtually, and over the phone. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. This position occasionally works remotely and should be able to maintain a quiet, confidential space with appropriate internet connectivity to accomplish duties. This position works in an office environment with low noise levels due mostly to office equipment. This position occasionally must lift and/or move up to ten (10) pounds and infrequently must lift and/or move up to twenty-five (25) pounds.
