BENEFITS TECHNICIAN
#16254 The starting pay range for this position is $19.96/hour - $26.41/hour •See total compensation information at the bottom of announcement. The State of New Hampshire, Department of Health and Human Services, Bureau of Human Resources has a full-time vacancy for Benefits Technician.Summary:
Provides technical assistance in processing FMLA and Workers Compensation (WC) benefits/leaves for DHHS employees. Coordinates and monitors all processes related to FMLA, WC, employee benefits, including health, dental, life, voluntary insurances and supplemental sick leave (SSL). Coordinates Payroll activities related to FMLA, WC, IPP, Paid Family Leave (PFL), SSL and all medical leaves. Reviews, updates and makes preliminary recommendations for properly maintaining and implementing policies and appropriate procedures.YOUR EXPERIENCE COUNTS

Education/Experience:
Associate's degree and 6 months of experience OR equivalent combination of 2.5 years of education and experience after completion of high school. Education and experience must be in personnel management, business administration, education, or related field.License/Certification:

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.Responsibilities:
Retrieves, compiles and submits appropriate paperwork to process Family Medical Leave. Oversees the management of the Family Medical Leave Act for the Department and maintains an updated database for records related to Family Medical Leave. Ensures employees are notified of FMLA and receive documentation in a timely manner. Maintains access database for all requests for Family Medical Leave, including Workers Compensation, Income Protection, Paid Family Leave and Supplemental Sick Leave. Maintains appropriate communication with supervisors, employees and medical practitioner to ensure the necessary information is received to manage all leaves in an effective manner. Evaluates and distributes approval and/or denial letters to employees who have requested Family Medical Leave. Keeps supervisors and payroll staff advised of approvals, denials, and duration of Family Medical Leave. Prepares Personnel Action Forms for employees who are on FMLA, WC, IPP, PFL or Supplement Sick Leave, including keying leave, or sick differential. Works closely with Human Resources Administrators when FMLA has been exhausted. Maintains current knowledge of employee benefits by attending trainings and seminars. Presents benefit information at New Employee Orientation. Travels to various DHHS office locations to present education to supervisors and employees on FMLA, WC, IP, SSL, Payroll, Benefits and other HR related subjects. Provides technical assistance in the benefits area including: developing and presenting training on topics related to benefit administration; consulting with supervisors and staff on matters related to FMLA and WC. Updates manuals as appropriate. Resolves issues and complaints, in a timely manner, for matters relating to FMLA and WC. Reviews, completes and submits Income Protection and Paid Family Leave requests and works with employees, supervisors and the Employee Relations Manager in communicating and ensuring processing of Income Protection and Paid Family Leave requests as well as supplemental sick leave on a case-by-case basis. Receives the supplemental sick leave approvals/denials from the Labor Management Committee and collects leave slips of donated time and processes payment. Maintains medical files for all DHHS employees ensuring complete confidentiality of all medical documentation received from employees and their medical practitioners. Works closely with State of NH workers' compensation carrier to ensure all claims are properly managed and communication with supervisors is current to ensure possible light duty or alternative duty return options have been discussed.
