Operation Office | Manchester, New Hampshire | www.cisnh.org Executive Director Full-time | Exempt | Reports to the ownership | Target start: October/November 2026 About CIS Community Integrated Services (CIS) is a New Hampshire provider of residential, day, case management, and specialty services for adults with developmental disabilities and acquired brain disorders. We are funded through the NH Bureau of Developmental Services (BDS) waiver system and work in partnership with the state's Area Agencies. CIS is part of a family of agencies serving northern New England for nearly three decades, with roots in New Hampshire going back to 1997. CIS has a larger sister agency that operates in Maine, both of which receive administrative oversight from a centralized office located in Concord NH. The Opportunity CIS is hiring an Executive Director to manage all operations in New Hampshire. The Executive Director sets the strategic direction for CIS, executes it through a leadership team of Area Directors and department heads, builds relationships with NH DHHS, BDS, BEAS, the Area Agencies, families, guardians, and community partners, and is accountable for the agency's quality, compliance, and financial results. You will step into a stable, well-supported agency with strong systems and an engaged leadership team, backed by the shared resources of our parent organization. The Executive Director will build on that foundation and focus on what comes next: growing the agency, developing new revenue streams, deepening our partnerships across New Hampshire, and leading a team that delivers quality services every day. What You Will Do Set direction and lead Develop the strategic plan for CIS with input from ownership, the leadership team, and the people we support; translate it into annual goals and execute it through your team. Directly supervise the Operations Director, HR Director, QA, and billing/authorization management teams. Set clear expectations for every department and hold leaders accountable for timeliness, quality, and results. Develop managers, plan for succession, and keep the agency running smoothly through turnover. Deliver financial results Own the agency's financial performance: operating budget, staffing patterns, payroll and expense approval, and profitability. Develop and approve individual program budgets and proposals submitted to BDS and the Area Agencies; ensure they are consistent, defensible, and approved on time. Supervise the team responsible for service authorizations, utilization, and billing, and act on the trends they report. Identify and pursue new revenue streams and service lines that fit the agency's mission and capacity. Build relationships and grow Serve as the face of CIS with NH DHHS, BDS, BEAS, Area Agency leadership, service coordinators, families, guardians, and community partners. Lead the agency's responses to referrals and RFPs; open new programs and close under-performing ones responsibly. Represent CIS at provider, community, and state meetings and in the broader NH developmental-services community. Protect quality and compliance Ensure compliance with the He-M 500 series rules and all BDS, BEAS, and federal requirements. Oversee reportable events, investigations, and agency liability; serve as the agency's point of contact with state investigators. Ensure clinical, nursing, and behavioral-support departments are led by qualified, properly credentialed staff and meet agency standards for timeliness and quality. Oversee the after-hours on-call system and provide crisis coordination when needed. What You Bring Required Master's degree in human services, social work, healthcare or business administration, public administration, or a related field. At least three years of progressive leadership in developmental disability or home- and community-based services. Working knowledge of the NH BDS waiver system, He-M rules, and Area Agencies. (Comparable experience in another state's DD waiver system will be considered.) Experience developing and executing a strategic plan and managing a budget with profit-and-loss responsibility. A track record of building relationships with funders, regulators, and community partners, and of growing services or revenue. Experience supervising directors, clinicians, and nurses. Ability to pass required background checks and maintain state-mandated training; valid driver's license and reliable transportation. Preferred Prior experience as an Executive Director, State Director, or Chief Operating Officer of a DD provider. Seven plus years of progressive leadership in developmental-disability or home- and community-based services, including at least three years leading multiple programs or departments.
