Job Description
Summary As a Supervisory Equal Opportunity Investigator (Area Office Director) at the GS-1860-14, you will be part of the Office of Field Programs, U.S. Equal Employment Opportunity Commission. If selected, you will serve as the Area Office Director with responsibility for planning, directing, and coordinating the activities of the Area Office. Learn more about this agency This job is open to The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Duties Plans, directs, coordinates, and monitors all enforcement and case development activities of the Area Office through unit supervisors and administrative staff. Provides leadership and direction to unit supervisors and/or administrative staff in conducting investigations of employment discrimination complaints filed under the statutes enforced by the Commission. Ensures that complaints/charges are properly assigned and are appropriately investigated in accordance with agency policy, procedure, and precedent. Reviews files for conformance with Commission policies and procedures and ensures appropriate application of the theories of employment discrimination laws and the overall adequacy of charge investigations. Ensures that settlements are negotiated, where appropriate, and that unit supervisors review compliance with the terms of negotiated settlements and conciliation agreements. Participates on the District Office Management Review Team, which is responsible for developing investigative strategy on highly complex and sensitive cases. Conducts periodic staff meetings to provide general advice and information to subordinates on the technical aspects of investigations. Represents the Commission in the assigned geographical area when communicating with public and private organizations and the general public. Requirements Conditions of employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation Schedule Policy/Career employees are not subject to a trial period under 5 C.F.R. Part 11. As a condition of employment for accepting this position, you will be serving in a position in Schedule Policy/Career of the excepted service. You will obtain competitive status after two years of service in this position, if applicable. Your employment in this position will be at-will. Merit Systems Protection Board appeals of adverse actions concerning performance, discipline, and other matters arising under chapters 23, 43, and 75 of title 5, United States Code will not be available to an individual serving in this position. Prohibitions on prohibited personnel practices will be enforced by the Office of Civil Rights. Qualifications For the GS-14: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in the federal service. Specialized experience includes experience managing work involving equal opportunity enforcement, case development regarding employment discrimination complaints, settlement negotiations, and monitored enforcement and case development activities, etc. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Schedule Policy/Career position. Schedule Policy/Career is an excepted service schedule for career positions that are of a confidential, policy-determining, policy-making, or policy-advocating character (policy-influencing positions) as defined by Executive Order 13957, as amended, and 5 C.F.R. § 213.3601. Schedule Policy/Career positions are not required to personally or politically support the current President or the policies of the current administration. Further, all actions taken under this policy must be carried out fairly, transparently, and in strict adherence to applicable laws. Employees in Schedule Policy/Career positions must faithfully implement administration policies to the best of their ability, consistent with their constitutional oath and the vesting of executive authority solely in the President.
