Program Analyst III - Labor Standards Specialist III The Program Analyst III - Labor Standards Specialist is an experienced level professional located within the City of Detroit. The Labor Compliance Unit is responsible for Labor Standards (Davis-Bacon) and Section 3 regulatory and compliance duties in accordance with grantor organization requirements for federal funding of programs, projects and initiatives of the City of Detroit. Under general supervision, the Labor Standards Specialists III will focus on reviewing and evaluating programs, projects and initiatives both during the application and approval process as well as delivery of service or programs, particularly as it relates to requirements for adherence to federal, state, and local labor standards. Additional responsibilities include assisting with continual timely and accurate review, evaluation, and tracking of activities to ensure compliance with state and federal regulations. Also, the Labor Standards Specialists ensure that they meet the entire centralized program reporting requirements of the Office of Grants Management (OGM). Review Labor Standards documents for completeness, accuracy and compliance with Federal and local labor standards regulations. (i.e. The Davis Bacon Act, Section 3, Contract Work Hours and Safety Standards (CWHSSA), and the Copeland Anti-Kickback Act). Review project payment requests for labor compliance and issue approval when applicable. Enforce federal and local labor regulations via notification of wage violations, periodic reporting and the withholding of federal funds. Conduct employee interviews during project site visits to verify required federal wage payments. Represent the department in meetings internally and with external partners as required (i.e. weekly divisional meetings, project pre-performance conferences). Perform final review of completed awards, make appropriate adjustments or disallowances, and process close-outs in a timely and compliant manner. Provide guidance and instruction to lower-level specialists in the unit. Provide assistance, feedback and support to the labor standards supervisor and division head with process improvements and initiatives that enable timely completion of daily tasks. Assist contractors and subcontractors with all labor compliance issues during project completion. Provide direction and guidance to project teams in a collaborative manner. Submit periodic reports as required. Qualifications (required): Bachelor's degree from an accredited college or university with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, or a closely related field. Minimum of three (3) years experience including project management-related activities, systematic review, analysis, interpretation, and evaluation of grants, or other related experience. Qualifications (Preferred): Two (2) years of experience working with HUD and the DOL Labor Standards compliance and monitoring regulations. Equivalency Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.
