Agency Summary The Unity Council is a non-profit Social Equity Development Corporation with an over 60-year history in the Fruitvale neighborhood of Oakland. Our mission is to promote social equity and improve quality of life by building vibrant communities where everyone can work, learn, and thrive. Our programs aim to provide the community with the tools, knowledge, and resources to transform their lives and ultimately achieve their long-term educational, career, and financial goals. These holistic programs and services reach more than 10,000 individuals and families annually in five languages. Programs include early childhood education, youth mentorship and leadership development, employment services, career readiness training, housing and financial stability, senior citizen services, affordable housing and neighborhood development, and arts and cultural events. Our work expands beyond the Fruitvale district and now reaches across Oakland and into Contra Costa County. The Unity Council employs a diverse workforce of more than 300 people who reflect the linguistic, cultural, and ethnic identity of the communities we serve. Department Summary The Human Resources Department supports The Unity Council throughout the employee lifecycle, from recruitment and onboarding through employee development and separation. HR oversees recruitment, employee relations, benefits and leave administration, compliance, workers' compensation, reasonable accommodations, payroll support, employee engagement, and HR data and reporting. The department partners with managers and leadership to address workforce needs, promote consistent and equitable employment practices, use workforce data to inform decision-making, and ensure compliance with applicable laws and organizational policies. HR also works to foster a positive, inclusive, and supportive workplace aligned with The Unity Council's mission and values. Position Summary The Human Resources Coordinator provides administrative and operational HR support across the employee lifecycle, including support for the organization's Head Start program and its workforce needs. The Coordinator has primary responsibility for leave administration and workers' compensation coordination, maintains accurate HR records, tracks deadlines, communicates process requirements, and ensures documentation is timely and compliant with applicable federal, state, and organizational requirements. Complex, sensitive, or high-risk matters are escalated to HR leadership for determination. Essential Duties and Responsibilities The duties and responsibilities include, but are not limited to the following: Leave Administration Coordinate all leaves of absence, mandated (FMLA, CFRA, Pregnancy Disability Leave, ADA/FEHA accommodation-related leave, Paid Family Leave, State Disability Insurance) and non-mandated, including requests, forms, notices, documentation, and tracking. Serve as initial point of contact for employees, supervisors, and leave administrators; draft eligibility, designation, approval, denial, and extension correspondence. Maintain accurate leave records, track statutory and internal deadlines, and support return-to-work processes. Maintain confidentiality and compliance with HIPAA, medical-file separation, and record retention requirements. Escalate complex or high-risk matters, including

ADA/FEHA

interactive process determinations, to HR leadership. Workers' Compensation Coordinate workers' compensation claims in compliance with California and federal requirements, including injury reporting, DWC-1 claim forms, employer's reports of injury, and OSHA recordkeeping support. Serve as liaison among employees, supervisors, claims administrators, and medical providers; track claim and case status to ensure timely response and resolution. Maintain work status reports and documented restrictions; support return-to-work and modified-duty coordination. Escalate complex, litigated, or sensitive claims to HR leadership. HR Administration, Records, and Reporting Process new-hire paperwork, HRIS updates, status changes, transfers, promotions, and termination documentation. Maintain personnel files, employee records, and HR databases including APD and the learning management system (LMS), with accuracy and appropriate data security. Respond promptly and professionally to employment verifications, unemployment insurance claims, wage and garnishment notices, and other third-party inquiries. Maintain HR calendars, trackers, and deadlines; support HR audits and compliance reporting. Respond to routine HR inquiries from applicants, employees, and supervisors, escalating complex matters as needed. Recruitment, Onboarding, and Benefits Support Support the HR Manager with recruitment administration: posting openings, initial resume screening, interview scheduling, background checks, and pre-employment requirements. Prepare onboarding materials and support orientation logistics and new-hire follow-up. Assist with benefits enrollment and routine employee questions on health, dental, vision, retirement, and other offerings, communicating clearly and empathetically. Provide administrative support during Open Enrollment, including employee communications, deadlines, and accurate processing of elections. General Support Perform duties that support the administration, operations, compliance, and delivery of services for the organization's Head Start program, as applicable to the position. Provide logistical support for HR-sponsored training (scheduling, materials, LMS completion tracking) and for the performance review cycle (calendaring, forms distribution, completion tracking). Support HR projects and organizational initiatives; always maintain confidentiality of employee information; perform other duties as assigned. Qualifications Bilingual in English/Spanish required. Bachelor's degree in Human Resources, Business Administration, or a related field, with

PHR/SHRM

certification being a plus. Relevant combination of education, training, and professional experience may be considered in lieu of a degree. A minimum of 2-3 years of experience in HR or administrative support is preferred. Experience with HR software (ADP is preferred), recruitment processes, and labor laws are highly desirable. Strong organizational, communication, and interpersonal skills are essential. The ability to maintain accurate records, handle confidential information, and manage multiple tasks while prioritizing effectively is required. Proficiency in MS Office (Word, Excel, PowerPoint) and HRIS systems is a must. Comfortable working in a fast-paced environment and supporting a variety of HR functions. Ability to respond to employee inquiries and resolve HR-related issues efficiently. Physical Requirements Ability to sit and work at a computer for extended periods of time. Ability to communicate effectively in person, by telephone, and through electronic communication. Ability to occasionally stand, walk, bend, reach, and move throughout office and program locations. Ability to occasionally lift and carry materials weighing up to 20-30 pounds. Ability to travel between organizational locations and attend meetings, trainings, and events as needed. Ability to perform the essential functions of the position with or without reasonable accommodation.
