Job Description

Job Summary We are seeking a dynamic and detail-oriented Human Resources and Payroll Administrator to join our team. In this vital role, you will oversee comprehensive HR functions, including talent acquisition, employee onboarding and offboarding, performance management, benefits administration, and compliance with California and Federal labor and wage employment laws. You will manage payroll processing with precision, ensuring accurate and timely compensation for all employees. Your proactive approach will support workforce management initiatives, foster positive employee relations, and uphold organizational policies. This position offers an exciting opportunity to contribute to strategic HR initiatives while maintaining a smooth and compliant payroll operation.
Key Responsibilities Payroll Processing & Records:
Process bi-weekly payroll accurately and efficiently for all employees. Update and review payroll records, manage wage garnishments, tax withholdings, and ensure compliance with California wage and hour regulations.
Onboarding & Offboarding:
Manage the complete employee lifecycle, including high-volume seasonal onboarding (offer letters, Form I-9 verification, background checks) and offboarding (exit interviews, final paychecks compliant with California timing requirements, etc.).
Compliance & Training:
Ensure all mandatory employee HR trainings are assigned, tracked, and completed through the organization's payroll/HR platform. Maintain strict compliance with federal, state, and local employment laws.
Employee Relations:
Address, investigate, and follow up on employee incidents, grievances, and disciplinary matters in a professional, empathetic, and legally compliant manner. Assist in the planning and development of special employee events, recognition programs, etc. Handle confidential personnel information with integrity while managing employee relations issues and conflict resolution efforts.
Employee Performance:
Assist in the design, implementation, and management of a standardized performance evaluation system to drive employee development, goal alignment, and consistent performance tracking across the organization.
Benefits Administration:
Collaborate with third-party administrators to manage employee health benefits (medical, dental, vision) and 401(k) retirement plans, including open enrollment and qualifying life event updates.
Workers' Compensation:
Oversee the workers' compensation process, including immediate reporting, documentation of incidents, coordination with medical providers, and maintaining OSHA logs.
Accounting Support:
Perform various accounting duties to facilitate month-end close processes such as payroll reconciliations, journal entries, and expense tracking, and provide documentation, schedules, and support during the annual financial audit.
Qualifications & Requirements Education & Certification:
Bachelor's degree in Human Resources, Business Administration, or a related field; or a recognized relevant industry certification (such as SHRM-CP, FPC, or CPP); or an equivalent combination of relevant education and professional experience. Relevant certifications or training in FMLA administration and OSHA standards are preferred but not required.
Legal Knowledge:
Comprehensive, up-to-date knowledge of California labor and employment laws (including wage and hour rules, meal and rest break mandates, overtime calculations, and leave laws).
Experience:
Minimum of 2 - 4 years of demonstrated combined HR and payroll administration experience. Experience managing fluctuating headcounts in a seasonal industry is strongly preferred.
Technical Skills:
Proficiency with modern payroll/HRIS platforms such as Paylocity or Paycom and strong Microsoft Excel skills.
Soft Skills:
Exceptional organizational skills, high attention to detail, discretion with confidential employee data, and strong communication skills.

Pay:
$28.00 - $35.00 per hour Expected hours: 40.0 per week
