Position Summary:
The HR Benefits and Leave Administrator supports the administration of employee benefits, leave of absence programs, and related HR compliance functions for California operations supporting Intellectual and Developmental Disabilities (IDD) services. This role is responsible for assisting employees with benefit enrollment, leave requests, accommodation coordination, and payroll-related benefit processes while ensuring compliance with company policy and applicable federal and California employment regulations. The position serves as a key point of contact for employees requiring support related to medical leave, benefits eligibility, workers' compensation coordination, and protected leave administration.
Position Scope:
This position supports Human Resources operations related to employee benefits and leave administration across California IDD operations. The role coordinates with HR leadership, payroll, employee relations, managers, insurance carriers, and third-party administrators to ensure accurate and timely processing of employee benefit and leave matters. The HR Benefits and Leave Administrator handles sensitive employee information and assists with compliance tracking, reporting, and employee communication related to benefits and protected leave programs.
Key Responsibilities:
The HR Benefits and Leave Administrator is responsible for administering employee benefits and coordinating leave of absence programs in compliance with company policy and applicable federal and California employment regulations. This role supports employees through benefit enrollment, qualifying life event changes, leave requests, return-to-work processes, and payroll-related benefit inquiries while ensuring accurate documentation and timely communication with employees, managers, insurance carriers, and third-party administrators. Responsibilities include coordinating protected leave programs such as FMLA, CFRA, Pregnancy Disability Leave (PDL), ADA accommodations and interactive process support, workers' compensation communication, and other leave-related matters. This position maintains accurate HRIS, payroll, benefit, and leave records; reviews documentation for completeness and compliance; assists with audits and reporting requests; and prepares employee communication materials related to benefits and leave administration. The HR Benefits and Leave Administrator also supports HR leadership with policy implementation, process improvements, onboarding support, employee record maintenance, compliance initiatives, and general HR administrative operations while maintaining strict confidentiality of sensitive employee and medical information.

This role operates in compliance with applicable federal and California employment regulations including but not limited to: Family and Medical Leave Act (FMLA) California Family Rights Act (CFRA) Americans with Disabilities Act (ADA) Pregnancy Disability Leave (PDL) California Paid Sick Leave requirements HIPAA confidentiality standards Workers' Compensation regulations Fair Labor Standards Act (FLSA) COBRA administration requirements Applicable IDD and healthcare operational compliance standards
Confidentiality:
This position routinely handles highly confidential employee information including medical records, leave documentation, payroll information, benefit records, disciplinary matters, and protected health-related information. Strict confidentiality and professionalism are required at all times.
Documentation Requirements:
Maintain accurate employee benefit records, leave documentation, accommodation records, communication logs, payroll-related documentation, audit files, and compliance records within designated HR systems and platforms in accordance with company retention requirements.
Certifications:
Relevant HR certifications such as PHR, SHRM-CP, CEBS, or leave administration certifications are preferred but not required.
Education:
Associate's degree or higher in Human Resources, Business Administration, Healthcare Administration, or a related field preferred. Equivalent experience may be considered in place of formal education.
Experience:
Minimum of two (2) years of experience in Human Resources, benefits administration, leave management, payroll support, or HR compliance required. Experience supporting California employment processes and healthcare or IDD operations preferred.
Technical Skills:
Proficiency with HRIS systems, payroll systems, Microsoft Office Suite, spreadsheet management, electronic documentation systems, and employee recordkeeping platforms required. Experience with leave tracking systems and benefits administration platforms preferred.
Languages:
Strong written and verbal English communication skills required. Bilingual abilities are considered an asset based on operational needs.
Driver License:
Valid driver's license may be required based on operational and travel needs.
Travel Requirement:
Limited travel may be required for meetings, training sessions, employee support activities, or operational needs within California or other assigned locations.
