Military (AGR): Directs the planning, operions, and administrion of the Full-Time Support (FTS) Title 32 ARNG and ANG AGR programs.
Performance Management and Employee/Labor Relions:
Directs the planning, operions and administrion of programs advising both management and subordines on mters pertaining to performance management, and employee recognition and incentive awards programs, conduct and discipline, the labor relions program.
Position Classificion and Position Management:
Directs the planning, operions and administrion Of the position classificion and position management program, S/T/DC manpower policies and directs their implemention with OPM, DOD, DA, DAF, and NGB policies and authorizions.
Recruitment/Placement and Compension:
Directs the planning, operions, and administrion Of the S/T/DC merit promotion plan to include procedures for recruitment, placement, evaluion, and pay determinions.
Federal Funds Management:
The incumbent of this position is responsible for the management of federal funds reling to the Full-Time Workforce personnel to include travel, salaries, training, and incentives costs. Directs, coordines, and oversees work through subordine supervisors. The incumbent shares in and assists the Human Resources Officer with directing HRO programs and projects, and carry out assigned missions; plans, directs, coordines, and expedites special projects and actions approprie for each program, when tasked will undertake special studies. The incumbent shares in and assists the Human Resources Officer with responsibilities for mobilizion planning as pertains to the requirements Of the Full-Time Workforce and HR Office (HRO) responsibilities. Performs other duties as assigned. Requirements Help Conditions of employment Selectee required to wear the military uniform. May be required to successfully complete a trial period. Participion in direct deposit is mandory. Membership in the Colorado Air or Army Nional Guard. Must hold the grade of O-3 thru O-5. Submit all required documention. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Must possess a high degree of analytical ability, and an expert level full range of competencies in regard to implementing and managing applicable directives, regulions, policies, merit principles and practices reled to federal civilian, military, and Nional Guard technician personnel programs. Experience in planning for and executing all human resources personnel programs and informion systems. Experience in managing Army and Air Nional Guard organizional structures; organizional and manpower standards; manpower resources; military grades; manpower da systems; peacetime and wartime manpower requirements and utilizion; and, commercial services to include stregic sourcing. Expertise in writing, designing, formting, publishing, and presenting military and civilian briefings for senior leadership conferences, workshops, or special committee meetings. Experience in performing the full spectrum of total force personnel program requirements to accomplish labor union negotiions and agreements; or, skilled in completing accession planning and processing; or, classificion and position management; or, directing civilian and military promotions; or, analyzing human resources personnel systems reports.
