Scope of Service:
With the support and supervision of the Vice President of Human Resources, the Human Resources Generalist works autonomously and also as a team member to achieve compliance and confidentially within the Human Resources Department. Works in collaboration agency vendors and brokers to provide support of enrollment of health and welfare benefits to eligible employees during the onboarding process and during employment position changes in eligibility.
EOE. ESSENTIAL JOB FUNCTIONS
Personnel Compliance and Record Keeping Personnel Compliance and Record Keeping Responsible for conducting record and quality reviews of employee personnel files for compliance. Responsible for gathering and monitoring data to ensure compliance with state, federal and contracted accreditations CARF and DPH. Responsible for the tracking and maintaining all licensed programs employment documents upon hire and annually, recording biannual PPD and Physical to ensure compliance for DPH licensing requirements. Responsible for processing employee employment changes, i.e., position, rate changes, updates of employees HR flex and personnel filing of required compliance documents and job descriptions, performance reviews, and disciplinary reports etc. Responsible for processing and submission of biannual background checks for the Mental Health Waiver (WISE) program. Responsible maintaining and tracking employment driving history to ensure driving records are compliant with state laws, biannual driving checks to ensure license are active along with reporting to the finance department for annual insurance policy renewals via SAMBA. Responsible for coordinating with programs to ensure compliance of GPS driving policy and that disciplinary reports are processed when driving violations occur. Responsible for assisting employees with their personal Paychex Flex Account such as sending reset emails to enable their access. Responsible for processing all garnishments for employees from state, federal and private agencies. Responsible for filing all IT company equipment issued assigned to staff via emails in employee electronic personnel file.
Human Resources/ Benefits:
Verify employee benefit eligibility for Health Benefits, Dental, Vison, Ancillary Supplemental Insurance and 401 (k) plans. Meets with staff to go over plan options and complete the necessary paperwork for enrolling or waiving of coverages. Data entry of employee information benefit information via PPI a webbased system. Process all bills for Health Benefits, Dental, Vision, and Ancillary Supplemental Insurance plans. Ensure termination coverage occurs to ensure billing accuracy on a monthly basis. Process and allocate monthly bills by programs for submission to COUPA for payment. Prepare and maintain on hand an adequate supply of benefit enrollment packets for orientation for all new hire and current staff who are newly eligible for benefits. Monitors HR benefits email and responds to all employee benefit questions. Assist VP of HR with employee benefits special projects as needed. Assist with
FMLA, CT
Paid leave and Workers Compensation as needed. Process all personnel status changes for benefit eligible and terminated employees. Process all employee medical additions, adjustments and deletions of payroll deductions in HR Paychex Flex System upon employment status changes. Filing of all Human Resources paperwork in electronic personnel files. Assist the VP of HR auditing and special projects, EEO reporting as needed and all other assigned duties that support and maintain the compliance of the HR Department and Agency.
Quality Assurance:
Adheres to policies and practices as outlined in staff handbook and program operations manual. Consistently works in a respectful, constructive, and cooperative manner with fellow staff and providers. Upholds all Health Insurance Portability and Accountability Act (HIPAA) regulations and workplace confidentially and secures all necessary releases of information for outside communication. Models culturally competent behavior interacting with clients, professionals/providers, and fellow staff. Participates in agency meetings, team meetings, and safety committees. Adheres to the standards of the Council on the Accreditation of Rehabilitation Facilities (CARF). Completes all trainings as required per program contract and agency policy. Attends agency sponsored inservices, outside trainings, conferences and meetings to facilitate continued professional growth and ensure the quality of case management practices.
QUALIFICATIONS
Bachelor's degree preferred, Associate's degree accepted with at least two years' experience or High School Diploma with at least three years' experience in administration of human resources, benefits, and compliance job functions. Knowledge Wage and Hour Compliance, Workers Compensation, Family Medical Leave Act, and Employee Benefits. Knowledge of Paychex HR Online or other Human Resources Benefit Tracking and Electronic personnel data base. Computer skills including Microsoft Office and electronic/personnel record keeping required. Valid Connecticut Driver's license with clean record is required and must be maintained.
