Job Description

The City will not consider applicants who have used tobacco or nicotine products for a period of at least three months prior to application for employment. The definition of "tobacco or nicotine products" includes but is not limited to, cigarettes, cigars, chewing tobacco, pipes, snuff, e-cigarettes and nicotine patches or gum. This is a responsible specialized administrative work performing a variety of functions in the Human Resources Department relating to recruitment, compensation, performance management and records management. Work is performed with discretion and initiative in carrying out department objectives efficiently and effectively under general supervision of the Human Resources Manager. The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Performs full-cycle recruitment for assigned departments using the NEOGOV Applicant Tracking System, including coordinating recruitment activities throughout the hiring process from requisition through selection and onboarding. Participates in career fairs, participates in panel interviews as assigned. Provides reporting and analysis on human resources data as required; compiles various administrative and statistical data pertaining to human resources operations; performs research as needed. Assists with employee training, maintaining soft benefits, volunteer program, and internship initiatives and Shadow Days. Assists with the Family and Medical Leave Act (FMLA) process by serving as a liaison for employees, coordinating with employees and the Benefits team to facilitate FMLA claims, and assisting employees with submitting required documentation and claims to the FMLA vendor. Responsible for maintaining and updating the Embark Driver License (DL) and Motor Vehicle Record (MVR) monitoring system, including entering, updating, and deleting employee information. Coordinates and initiates random drug testing for employees in safety-sensitive positions requiring a Commercial Driver's License (CDL) in accordance with U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA) regulations, as well as for positions subject to drug-testing requirements under applicable collective bargaining agreements. Assists with employee questions regarding rules and regulations, policies and procedures. Assists with maintaining online performance evaluation system and online learning management system. Assists with maintaining compliance with the FMCSA Clearinghouse and DOT and CDL mandates; provides instruction and all relevant and required information to employees and applicants and supports updates and adherence to compliance procedures. Performs other duties, responsibilities and projects as assigned. Performs all functions and responsibilities according to the, Palm Beach County Code of Ethics and Florida State Statutes 112.313 Associates degree from an accredited college or university. Minimum of three (3) years professional experience. Previous experience working in a human resources function preferred. Must be computer proficient. Considerable knowledge of clerical methods, office terminology, procedures and routines including word processing. Strong math skills. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Ability to establish and maintain effective working relationships with elected officials, department officials, outside agencies, employees, and the public. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail. The abilities expected of all employees include being able to respond to supervision, guidance and direction of superiors in a positive, receptive manner and in accordance with stated policies, be appropriately groomed and attired so as to present a professional image in accordance with the organization's mission, goals, and policies; report for work promptly and properly prepared at the time and place required by the assignment or orders; notify the appropriate supervisor of intended absences in accordance with stated rules; conform with standards and rules regarding use of accrued time; demonstrate a polite, helpful and courteous manner when engaged in any activity with the public; operate and care for equipment to manufacturer's specifications and/or within the specified parameters; demonstrate an understanding, consideration, and respect of cultural, religious, and gender differences when interacting with the public and colleagues. A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
