Assists the Diocesan General Counsel in coordinating, implementing, and supporting all diocesan entities in the compliance of the Diocese's safe environment program in accordance with the United States Catholic Conference of Bishop's Charter for the Protection of Children and Young People. Updates/develops new programs and procedures where appropriate and as required over time to stay current with the evolving methods of ensuring the safety of children and youth. Assists with diocesan-wide initiatives, especially related to child protection, strengthens parish and school collaboration on child-protection issues, and ensures alignment with national standards. Lead diocesan integration projects related to Safe Environment protocols, such as incorporating Illinois Mandated Reporter Training into Virtus, requiring coordination with state agencies and national vendors. See Section I, below. Hiring & Human Resources Compliance Specialist. This position also includes intake responsibilities at the Administration Building and overseeing the onboarding process for new hires, as well as other related obligations. This role serves as a diocesan resource for parish and school administrators on hiring, compensation transparency, and childlabor compliance, ensuring all hiring practices reflect both civil law and Catholic moral principles. See Section II, below. The Diocese of Rockford is a Catholic organization. Preference will be given to candidates who are Catholics in good standing. I. Components of the Diocesan Safe Environment Program Screening  Resource person for schools/parishes with questions with CHIRP program  Run Background checks for Diocesan Administration Building and invoice accordingly  Conduct individualized assessments of conviction records in partnership with General Counsel Long term Screening goals: o Research alternative background check providers: Fingerprinting & Name o Negotiate competitive rates o Maintain records on a database o Recommend re-evaluation of program background checks o Develop a database for those with records o Work with smaller parishes on compliance of background checks This work is done in conjunction with the General Counsel; no final determinations will be made by the Safe Environment Coordinator Training Adult Training Program
  • Protecting God's Children (PGC)  Online Virtus Protecting God's Children Coordinator o serves as a diocesan compliance leader, coordinating over 250 Virtus administrators, managing statewide training integrations, and ensuring successful national audits.
o approves online user accounts o Responds and assists parishes and participants with questions on the training o Prepares or reviews PGC Certificates in Virtus o Prepares site reports as requested o Maintains and updates website o Liaison with Virtus Customer Service o Coordinates training sessions via Virtus o Accesses Database of compliance Long-term Adult Training goals: o Work with site administrators, ensure all trained individuals (online and live) have active Virtus Accounts o Research alternate continued training options o Establish & train local administrators o Assess facilitators o Review training options in additional languages o Educate and train parish personnel on sexual abuse and create a safe environment o Assist parishes more with promoting live training sessions Training Program for Children Develops and maintains an up-to-date and accurate database and Diocesan webpage documenting safe environment training programs for children and adults at all diocesan entities Receives reports from all parishes and elementary and high schools, establishing that the programs are conducted at least once annually For Grades PreK

 Virtus Empowering God's Children PK-12th (School & Religious Education Programs) o Maintain website with appropriate documents o Train, Track and Support local coordinators o Ensure that those teaching children complete a Lesson Leader Orientation Training in the Virtus system that is assigned by the Site Administrators at the locations. o Collect training data for USCCB reporting Mandated Reporter Training Long-term Mandated Reporter Training goal:  Explore online certification for volunteers through DCFS 
NOTE:
Effective July 1, 2020, employers are required to annually train all school employees in their obligations under the mandated reporter law. Free video training is available online at the Department of Children and Family Services website at this link: https://mr.dcfstraining.org Codes of Conduct and Youth Guidelines  Review & recommend updates to current policies if needed  Assist diocesan entities with applying policies to their circumstances  Maintain online documents  Make proposals for policies to be translated into other languages, in addition to Spanish, where necessary  Assist in developing a training program for youth ministers in responding to fact-specific situations Compliance  Update, collect, collate, and summarize compliance records for diocesan entities via Virtus  Work with parishes not in compliance to remedy and correct shortcomings and areas where they need support  Prepare documentation for annual USCCB audit  Responds to inquiries from Internal Auditors regarding compliance  Answer questions and correspond with Pastors, Parish Business Managers, Department Heads, and Parishioners on the Safe Environment Program Long-term Compliance goals:  Create a diocesan-wide database for documents and develop a system to share compliance documents with parishes  Evaluate compliance from contractors  Visit parishes to audit compliance paperwork and provide support  Network with other dioceses' safe environment coordinators for ideas, trainings, and development of programs  Visit parishes on a rotating basis to ensure documentation and compliance Additional Responsibilities  Provides timely verbal and written reports as needed  Prepare letters of good standing for employees and volunteers  Understand and work within department budgetary considerations  Become a certified Virtus Train the Trainer Facilitator Knowledge, Skills & Abilities  Proficient in Microsoft Office Suite, including Access, Outlook & Flocknote Ability to respect, promote, accommodate, and not be in conflict with the mission, moral and social teachings, doctrines, and laws of the Roman Catholic faith  Assertive personality, patient, responsible, committed, able to deliver the message in a strong and consistent manner. Hiring and Human Resource Compliance Responsibilities The Coordinator will additionally serve as the Diocese's Hiring and Human Resource Specialist, supporting parishes, schools, and diocesan departments in lawful, consistent, mission-aligned hiring practices.
The Coordinator:
 Assists the general counsel with background check "hit" inquiries for all employees and volunteers  ensures compliance with Illinois laws governing the use of criminal records in employment decisions under the Illinois Human Rights Act and related regulations  assists with onboarding all new hires that will be working at the Diocesan Administration Center The Coordinator additionally:  ensures that hiring processes align with Article Four of the Diocesan Norms, particularly the screening, documentation, and formation principles required for all clergy, employees, and volunteers  monitors and implements Illinois Equal Pay Act pay-scale transparency requirements during hiring, ensuring all job postings contain the required compensation ranges and benefits disclosures.  guides hiring entities on Illinois child labor laws when minors work or volunteer in parish or school settings, helping ensure age-appropriate duties, hour limits, and parental permissions consistent with state requirements ensures the Diocese complies with Illinois and federal rules governing automated decision-making and AI tools in hiring, including notice, consent, and bias-audit requirements where applicable  continues to frame hiring guidance in unity with Catholic teaching, diocesan norms, and safe environment principles, ensuring that hiring practices protect children, respect the dignity of all applicants, and minimize legal and operational risk  additional projects as needed
