The People and Culture Administrator provides leadership and oversight for Benedictine's employee relations, leave management, talent acquisition, staff development, Workers' Compensation, compliance, and required reporting functions. This position partners with departments regarding employee matters and workforce initiatives while directing the recruitment, hiring, onboarding, learning, development, and retention of Benedictine staff. The People and Culture Administrator also serves as the department lead for compliance audits and reporting to state and federal agencies.

In person, Monday-Friday, 8:00 a.m.-4:00 p.m., with some evening and weekend work as needed

Exempt Essential Duties:
Oversee the talent acquisition function and supervise assigned staff responsible for sourcing, screening, interviewing, reference checks, pre-employment requirements, onboarding, and new-hire file management. Manage the applicant tracking system and other recruitment software used to monitor and report candidate pipelines, search progress, diversity, and recruiting-channel effectiveness. Partner with department leaders and hiring managers to understand current staffing needs, future workforce projections, and recruitment initiatives. Oversee the organization-wide process for creating, reviewing, and updating position descriptions. Review position pay ranges and recommend annual updates based on current market data. Oversee the Learning, Development, and Management Specialist and support a smooth transition from initial training into each employee's assigned department. Assist with and attend potentially challenging disciplinary or termination meetings involving managers and employees. Serve as Benedictine's primary point of contact for significant leave requests, including FMLA and other leaves of absence. Oversee Workers' Compensation reporting and case management. Complete required annual OSHA and MOSH reports accurately and on time. Complete required monthly COMAR Safety and Autism Waiver reports accurately and on time. Create and present department-specific, dashboard, Board, and other requested reports. Supervise People and Culture staff by monitoring work quality, productivity, and compliance with applicable requirements. Monitor the time and attendance of direct reports and approve MITC records and time-off requests. Complete annual performance reviews for direct reports. Participate in the annual review of People and Culture policies and the biennial update of the Employee Handbook. Serve as the People and Culture department lead for compliance audits involving employee files, records, and reporting. Cooperate with Benedictine administration and applicable agencies during inspections and investigations. Maintain awareness of current HR best practices, tools, and resources that support Benedictine's workforce. Assist with employee benefits and open enrollment as needed. Attend required training and maintain all job-specific certifications or licenses. Perform other duties as assigned.
Job Qualifications:
Bachelor's degree required. At least five years of Human Resources experience, including hands-on recruitment and leave-management experience, is required. Experience within human services or special education is preferred. At least two years of supervisory experience with responsibility for HR professional or administrative staff is highly preferred. Strong internal consulting and coaching skills. Excellent negotiation skills and a professional presence. Strong written and verbal communication skills. Ability to remain adaptable and flexible within a fast-paced environment with diverse organizational needs. Strong proficiency in Microsoft Office, including Word, Excel, PowerPoint, and Outlook. Exceptional problem-solving and critical-thinking skills. Ability to organize and prioritize work while managing multiple projects simultaneously. Ability to build trust and maintain confidentiality. Must be at least 21 years old. Must provide proof of authorization to work in the United States. Must pass a pre-employment drug screening and required criminal background checks through CJIS as outlined under Family Law Article 5-561. Must be able to lift or push up to 10 pounds and perform the physical responsibilities of the position. Must support and demonstrate a strong commitment to Benedictine's mission and values.

Pay:
$70,000.00 - $99,500.00 per year
