This is applicable to external hires not within the State of New Mexico Government. Why does the job exist? The Senior Labor Relations Admin will investigate disciplinary actions and internal complaints; draft finding reports and disciplinary notices; respond to union grievances; process FML Medical Leave (FML), Americans with Disabilities Act (ADA), and leave donation requests; and Worker's Compensations (Worker's Comp) and disability claims. This position will provide guidance as it relates to internal processes, Administrative Directives (ADs) while ensuring compliance with employment law, State Personnel Board (SPB) Rules, General Services Department (GSD) guidelines, and the Collective Bargaining Agreement (CBA). How does it get done? The primary responsibilities of this position will include: Assist supervisors, managers, and District Human Resource (HR) Managers, with preparing well-researched and appropriately investigated disciplinary actions, internal complaints and union grievances. Consult with legal on comparables to make recommendations to management for processing disciplinary actions and responses consistently within prescribed deadlines. Advise on appropriate responses at each step in the grievance process. Attend union face-to-face meetings agreed to by the parties, and assisting management in preparing responses or settlement agreements. Process and track Family Medical Leave (FML), ADA Reasonable Accommodation and leave donation requests, and Workers Compensation, and disability claims. Train managers and supervisors on employee and labor relations, as it relates to their responsibilities. Facilitate mediation program, to resolve disputes and enhance communicate and build trust amongst the workforce. Update manuals, checklists and make recommendations to management by identifying process improvements to the established internal processes to improved efficiency. Assist with the data collection for processing IPRA requests. Enter corresponding actions into PeopleSoft/SHARE within prescribed deadlines. Maintain accurate and up-to-date filing system and database for tracking employee relations actions. Who are the customers? All employees of the New Mexico Department of Transportation statewide. Ideal Candidate All employees of the New Mexico Department of Transportation statewide. Minimum Qualification Bachelor's degree in Human Resources or Business Administration, Personnel Administration, HR Administration or Management, or Criminology and one (1) year of experience related to human resources operations, conducting investigations, documenting findings and disciplinary actions, collective bargaining, or problem resolution. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment. Working Conditions Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
