Job Description

Position Overview:
We are seeking a bilingual (English and Mandarin Chinese) Human Resources and Administration Manager to serve as the foundational HR leader for our new plant. This individual will be responsible for building the HR and Admin functions from the ground up, ensuring operational excellence, and acting as a crucial cultural and operational bridge between the US plant and our China headquarters. The ideal candidate will possess a deep understanding of US labor laws and HR best practices, coupled with an appreciation for Chinese corporate culture.
Key Responsibilities:
HR Infrastructure:
Build all HR policies, procedures, and systems from scratch to support the plant's startup and future growth.
Talent Acquisition:
Lead end-to-end recruitment for hourly (blue-collar) and salaried employees, managing job postings, screening, interviewing, and onboarding.
Compliance:
Ensure 100% compliance with all federal, state, and local employment laws and regulations (e.g., EEO, OSHA, FLSA, FMLA).
Employee Relations:
Serve as the primary point of contact for all employee inquiries, fostering a positive, fair, and productive work environment.
Payroll & Benefits:
Partner with external vendors/PEO to manage payroll processing and administer employee benefits programs (health insurance, 401(k), etc.).
Training & Development:
Identify training needs and implement programs for safety, leadership, and skills development.
Cross-Cultural Liaison:
Facilitate smooth communication and understanding between the US-based team and the China headquarters, ensuring alignment on goals and company culture.
Administration:
Oversee all office and facility administrative functions.
Qualifications and Requirements:
Bachelor's degree in Human Resources, Business Administration, or a related field. 5+ years of progressive HR generalist experience, preferably within a manufacturing or industrial environment. Professional fluency in both English and Mandarin Chinese is essential. Proven experience working in a cross-cultural context, preferably with China-based parent companies. In-depth knowledge of US federal and state employment laws. Experience with HRIS systems and payroll software. Strong leadership, communication, and interpersonal skills. High integrity, discretion, and ability to handle sensitive information confidentially. SHRM-CP or PHR certification is a strong plus.

You are a pragmatic problem-solver with excellent negotiation and conflict-resolution skills. You understand the nuances of both American and Chinese business etiquette and communication styles
