The Human Resources Assistant will support civilian workforce activities across LOGCOM, including recruitment and hiring action tracking, performance management tracking, personnel data and records management, reporting, correspondence, and coordination with personnel located across multiple Coast Guard locations. This position is well suited for an organized HR or administrative professional who is comfortable managing multiple deadlines, maintaining accurate personnel information and trackers, communicating with stakeholders, and working with Microsoft Office 365 and other electronic systems. Primary Responsibilities Develop, prepare, coordinate, and distribute communications supporting civilian workforce training sessions, briefings, conferences, meetings, special events, and other personnel-related activities. Coordinate with Government leadership, supervisors, training providers, Base-level personnel, and other stakeholders to gather information, provide status updates, track responses, coordinate follow-up actions, and support consistent workforce communications. Provide administrative and logistical support for meetings, training sessions, briefings, conferences, and events, including scheduling, coordinating availability, reserving meeting spaces or virtual platforms, preparing calendar invitations, confirming presenters, and coordinating meeting logistics. Prepare and format agendas, meeting materials, sign-in sheets, rosters, read-ahead packages, briefing slides, and other supporting documentation. Maintain electronic filing systems and organize digital personnel and workforce records using Microsoft SharePoint, Teams, OneDrive, Power BI Apps, and other Government-approved platforms. Support administration and maintenance of the LOGCOM Civilian Resource Coordinator (CRC) SharePoint page, including organizing and updating content and uploading job aids, templates, reference materials, and other resources. Serve as an administrative point of contact for routine civilian performance-management tracking and workforce-related matters. Monitor ePerformance activities and track completion of annual evaluations, mid-cycle reviews, end-of-year rating submissions, and other required performance-management milestones. Track active recruitment and hiring actions, recruitment pipelines, billet updates, and related personnel activities. Use Federal human resources systems, including FedHR and USA Staffing, as applicable, to support personnel tracking and documentation. Coordinate with Base-level Civilian Performance Management Support Points of Contact to monitor compliance, obtain status information, follow up on outstanding actions, and assist with routine system bottlenecks. Track personnel-related inquiries and route matters to appropriate Government personnel for resolution. Track double-encumbered billets and support coordination of Personnel Allowance List (PAL) updates as directed. Prepare and maintain hiring, recruitment, personnel, and performance-management trackers and provide status updates concerning active actions. Gather civilian workforce information from approved sources and organize data for Government review, supporting identification of workforce trends, pending actions, reporting requirements, and areas requiring follow-up. Draft and format routine personnel correspondence, templates, spreadsheets, reports, briefing materials, and other administrative documents. Track deadlines associated with performance evaluations, training compliance, hiring actions, reporting requirements, and other workforce-related administrative activities. Screen and respond to routine, day-to-day human resources inquiries when responses are administrative in nature and based on established Government guidance. Escalate complex policy, labor relations, employee relations, fiscal, or other matters requiring Government decision-making to the appropriate Government official. Maintain status trackers and dashboards and support development of ad hoc data compilations, reports, correspondence templates, and other workforce-related information as requested. Required Qualifications Three (3) years of experience in human resources support, personnel administration, business administration, program support, or related administrative support functions . A combination of relevant education and experience may be considered. Strong proficiency with Microsoft Office 365 applications, including Word, Excel, PowerPoint, Teams, SharePoint, and OneDrive. Strong organizational skills and demonstrated ability to accurately maintain records, spreadsheets, trackers, and deadline-driven administrative activities. Strong written and verbal communication skills. Ability to coordinate effectively with geographically dispersed personnel and multiple levels of management. Ability to appropriately handle sensitive and personally identifiable information. Ability to successfully obtain and maintain the Government-required background investigation and access credentials. Preferred Qualifications Previous experience supporting Federal civilian personnel, military personnel, or other Government programs. Familiarity with Federal human resources systems, including FedHR and/or USA Staffing . Experience with ePerformance or another employee performance-management system. Experience using SharePoint to organize and maintain records, resources, or shared program information. Experience preparing HR or workforce reports and maintaining recruitment, personnel, or performance-management trackers. Work Location The position will be performed on-site at U.S. Coast Guard Operational Logistics Command Headquarters in Norfolk, Virginia .
