Job Description
Exempt Summary/Objective:
Reporting to the Vice President, the Human Resources Manager serves as the sole HR leader and presence for this multi-state construction organization, operating in Arizona and California. This role is responsible for the full employee lifecycle, HR compliance, employee relations, and benefits administration. This role operates as a one-person HR department, responsible for both strategic HR leadership and full execution of all HR administrative functions. The position functions as both a hands-on practitioner and a trusted advisor for staff, management and leadership, ensuring legal and policy compliance, operational efficiency, fair application of all company policies and practices, and works to create and sustain a positive employee experience.Safety:

Employee Relations & Workforce Management Serve as the primary point of contact and intake for employee concerns, conflict resolution, and investigations Conducts lawful and defensible investigations into employee complaints, including those based on governing law, any active agreements, and company policy Advise managers on employee relations matters, disciplinary actions, and performance management Maintain all records related to employee concerns, performance management, and complaints, as well as document all investigations, corrective actions, and compliance-related issues, in a thorough and complete manner, keeping all files accurate and up to date Foster and present a respectful, courteous, compliant, and productive workplace culture Train and support supervisors, managers, and leadership in feedback delivery and sustaining a feedback-driven workplace and culture HR Compliance & Policy Management Develop, implement, interpret, and enforce HR policies and procedures Ensure compliance with federal, state, and local labor laws, including AZ and CA regulations Ensures fair and consistent application of all policies and practices, Advised and supports supervisors, managers, and leaders when providing performance feedback, corrective action, and coaching is needed or beneficial Manage compliance documentation, audits, and corrective action processes Monitor legal updates and recommend policy or practice changes as needed Partner with operations to support compliance with safety programs and workforce training Talent Acquisition & Onboarding Own and continuously improve the company's talent acquisition strategy, including sourcing channels, employer branding, and recruiting metrics Partner with hiring managers on workforce planning and recruitment strategies Coordinate recruitment efforts including screening, interviews, and offer preparation Lead onboarding processes to ensure effective integration and compliance with both law and policy, including documenting all required certifications, background check clearances, and other job and company required documents Compensation, Benefits & Payroll Support Administer employee benefit programs including health, dental, vision, life, and retirement plans Manage benefits enrollments, life events, terminations, and annual open enrollment Reconcile benefits invoices and payroll deductions; resolve discrepancies with vendors Serve as liaison with benefits brokers, insurance carriers, and payroll providers Support compensation changes, benchmarking, and payroll accuracy Develop compensation structures, including incentive and commission plans aligned with business performance Provide point of contact for employees with questions and concerns related to pay and benefits Performance Management & Development Manage performance review cycles and documentation Coach managers on performance feedback, documentation, and improvement plans Design and implement leadership development programs to strengthen top and mid-level management capabilities Employee Lifecycle Administration Oversee promotions, transfers, role changes, and offboarding processes for fair application of all law, policies, agreements and company practices AdministerFMLA, CFRA, ADA
accommodations, and state-specific leave programs Track and manage all leave cases and documentation Conduct exit interviews and analyze trends to inform leadership decisions HRIS, Reporting & Data Analytics Maintain accurate employee records within ADP Prepare HR reports including headcount, turnover, leave, and compliance metrics Utilize HR data to support leadership decision-making and workforce planning HR Leadership & Strategic Partnership Act as a trusted advisor to Leadership Team on HR strategy, compliance risk, and organizational planning Support workforce planning, operational growth, and organizational effectiveness initiativesAbilities:

- Improve quality of hiring efforts through structured interview and onboarding processes

- Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
- Customer and Personal Service — Knowledge of principles and processes for providing customer service in an employee facing role.
- Education and Training — Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects, as part of company-wide professional development.
Work Environment:
The work schedule is typically Monday through Friday, 8-hour shifts in both a professional office and field environment. This role routinely uses standard office equipment such as computers, smart phones,Physical Requirements:
This job is considered a LIGHT duty job, as that job is defined by the Code of Federal Regulations, §4040.1467, (b) Light work. Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. Even though the weight lifted may be very little, a job is in this category when it requires a good deal of walking or standing, or when it involves sitting most of the time with some pushing and pulling of arm or leg controls. To be considered capable of performing a full or wide range of light work, you must have the ability to do substantially all of these activities. If someone can do light work, he or she can also do sedentary work, unless there are additional limiting factors such as loss of fine dexterity or inability to sit for long periods of time.Education and Experience:
Required- Bachelor's degree in human resources, or related studies.
- 7+ years of progressive HR experience, including employee relations and compliance
- Experience managing HR operations in a multi-state environment (AZ and CA preferred)
- Strong working knowledge of employment laws, benefits administration, and HR best practices Preferred
- 2 years of experience operating as a sole HR practitioner/single person HR department
- Active/Current SHRM (SHRM-CP or
SHRM-SCP
) or HRCI (PHR or SPHR) certification- Proof of recent continuing education in
