Bachelor's degree in business management, public administration, human resources or related field of study desired Possession of a current valid California Administrative Services Credential authorizing service as a school administrator Principal level experience desired Minimum of five years of progressively responsible administrative or supervisory experience in public personnel administration, business administration or educational administration Experience, training and education in human resources administration or related field Successful experience with direct management of a human resources operation Extensive experience in providing leadership and the development of human resources strategies aligned with district goals Knowledge of state and federal laws, regulations and guidelines related to public school human resources administration for classified and certificated employees Knowledge and experience in principles and practices of human resources management including salary administration, recruitment and selection of staff, benefits, classification and contract administration Ability to interpret and apply variety of complex laws, regulations and policies Ability to work effectively with staff and public; skill and accuracy in oral and written expressionREPORTS TO

Under administrative direction, administers a comprehensive District personnel program for classified and certificated personnel including, manage the daily operations of the Human Resources Office and assist the Assistant Superintendent as specifically designatedPERFORMANCE RESPONSIBILITIES
Administers human resourcesprograms of district including but not limited to: recruitment, selection, classification and assignment of regular and substitute employees, performance evaluations, employee discipline and dismissal, leaves of absence, transfers, and layoffs Coordinates recruitment activities as assigned Serves on District negotiations team and assists in interpretation and administration of collective bargaining agreements Investigates and responds to DFEH and EEOC inquiries and employee complaints under District complaint policy Accepts and resolves employee complaints and grievances Supervises and evaluates department staff as assigned Oversee the day-to-day operating functions in the department Develops, recommends and implements policies, procedures, and administrative regulations related to district human resourcesprograms Oversees system of confidential recordkeeping; provides variety of reports and statistical records; conducts classification, compensation and assignment studies for district positions Coordinates and monitors the district's compliance with Title IX, as well as state civil rights requirements regarding discrimination and harassment based on sex Oversees prevention efforts to avoid Title IX violations from occurring Implements the district's discrimination complaint procedures with respect to sex discrimination and sexual harassment Investigates complaints alleging discrimination based on sex, including sexual harassment Supervises proper recordkeeping of paraprofessional certification of personnel Ensures district personnel meet required credential/certification requirements Administers applicable elements of class size reduction, enrollment, and staffing projections with Fiscal Services Maintains all salary schedules and supervises the setting of salaries according to salary schedule provisions Monitors and revises department budget; reviews the budget process as it relates to personnel Coordinates, participates and monitors employee medical interactive process; oversees and monitors District's return-to-work program Serves as District custodian of records Serves as primary resource for district staff in personnel matters; conducts in-service/training to staff as required Performs other related duties as assignedSALARY:
$1 66,728 - $201,949 annually (223 days) (max. salary includes longevity & educational stipends)EVALUATION
Performance of this job will be evaluated in accordance with the District's "Improvement of Professional Services" handbook, Board Policies and Procedures and consistent with collective bargaining agreements when applicableMINIMUM APPLICATION REQUIREMENTS
