Roofing / Construction About the Position Diablo Roofing, Inc. is seeking an experienced Human Resources Manager / Office Manager to lead our human resources functions and oversee key day-to-day office operations. We are looking for a hands-on HR professional with construction industry experience who understands the unique challenges of managing field employees, foremen, supervisors, and office personnel. This position requires strong knowledge of California employment and labor laws , employee relations, recruiting, onboarding/offboarding, workers' compensation, leaves of absence, payroll/timekeeping coordination, benefits, workplace investigations, safety compliance, and employee documentation. Fluency in both English and Spanish is
REQUIRED.
This position communicates regularly with Spanish-speaking field employees and must be able to confidently speak, understand, and communicate HR policies, employee matters, and workplace expectations in Spanish. Key ResponsibilitiesHuman Resources & Employee Relations Manage the day-to-day HR functions for field and office employees. Serve as a primary HR resource for employees, foremen, supervisors, management, and ownership. Handle employee relations matters, complaints, disciplinary actions, written warnings, performance issues, and terminations. Conduct and properly document workplace investigations. Maintain confidential and accurate personnel files and HR records. Maintain and help enforce company policies, procedures, and employee handbook requirements. Coordinate performance evaluations, employee coaching, corrective actions, and documentation. Ensure required HR training and employee acknowledgments remain current. Recruiting, Hiring & Onboarding Manage recruiting for construction field positions, administrative staff, supervisors, and management positions. Screen candidates and coordinate interviews with appropriate managers. Manage new-hire onboarding and required employment documentation. Conduct or coordinate new-hire orientation in both English and Spanish. Manage employee separations and offboarding documentation. Develop recruiting strategies to help maintain a dependable and qualified construction workforce. California HR & Employment Compliance Maintain strong working knowledge of California employment and labor laws . Help ensure compliance with California wage-and-hour requirements, overtime, meal and rest periods, employee classifications, sick leave, recordkeeping, and related requirements. Administer and coordinate applicable employee leaves, including
FMLA, CFRA, PDL
, and other protected leaves. Manage reasonable accommodation and interactive-process matters as appropriate. Ensure compliance with harassment prevention, discrimination, retaliation, and other workplace requirements. Maintain required employee notices, policies, records, and documentation. Construction HR, Workers' Compensation & Safety Understand the HR needs and challenges associated with a construction workforce. Work closely with field supervisors regarding attendance, performance, employee conduct, workplace concerns, and safety. Coordinate workers' compensation claims, workplace injuries, return-to-work processes, and communication with insurance providers. Support company compliance with Cal/OSHA and OSHA requirements , safety documentation, and required training. Track required employee certifications and training where applicable. Experience with prevailing wage, certified payroll, public works, and union construction environments is highly desirable. Payroll, Timekeeping & Benefits Review employee timekeeping information and work with payroll/accounting personnel to resolve discrepancies. Help ensure employee time records and personnel information are complete and accurate. Coordinate with payroll providers as necessary. Administer and coordinate employee benefits, including health insurance, retirement programs, and other company benefits. Maintain accurate vacation, sick leave, and other applicable employee records. Assist employees with payroll and benefit questions in both English and Spanish. Office Management & Administration Help oversee daily office operations and administrative staff. Establish organized and efficient administrative procedures. Coordinate responsibilities and workflow between departments. Identify opportunities to improve HR and office processes as the company grows. Work directly with ownership and management regarding staffing, employee matters, compliance, and company policies. Maintain strict confidentiality involving employee, payroll, legal, financial, and company information. Required Qualifications Fluent English and Spanish —
REQUIRED
Must be able to comfortably speak and understand Spanish at a professional level . Significant HR experience, preferably within construction, roofing, general contracting, subcontracting, or a related trade . Strong working knowledge of California employment and labor laws . Experience handling employee relations, disciplinary actions, workplace investigations, and terminations. Experience with recruiting, onboarding, workers' compensation, employee leaves, benefits, and HR compliance. Comfortable working directly with both construction field employees and office personnel . Excellent organizational and documentation skills. Strong verbal and written communication skills. Ability to handle confidential employee matters professionally and discreetly. Strong Microsoft Office and Excel skills. Ability to work independently and follow matters through to completion. Preferred Qualifications 5+ years of progressive Human Resources experience. Previous HR management experience within the construction industry. Roofing or specialty subcontractor experience is a strong plus. Knowledge of prevailing wage and certified payroll requirements. Experience working with union and non-union construction employees. Experience managing workers' compensation and workplace injury claims. Familiarity with California construction safety and employment requirements. PHRca, PHR, SPHR, SHRM-CP, or
SHRM-SCP
certification is a plus.
Compensation Salary:
$90,000-$125,000+ per year, depending on experience and qualifications. Candidates with extensive California construction HR experience, strong management capabilities, and advanced HR credentials may be considered at the higher end of the compensation range. We need an HR Manager who can move comfortably between the office and construction environment—someone who can speak with ownership and management, work with supervisors and foremen, and communicate directly and effectively with our Spanish-speaking field employees. The successful candidate should be comfortable handling difficult employee situations, maintaining strong documentation, enforcing company policies consistently, and helping Diablo Roofing, Inc. maintain a professional, compliant, and positive workplace. Fluent English/Spanish communication is mandatory for this position.
