Due to client contractual obligations, all applicants must be a US Citizen or Permanent Resident Position Summary Inovi is looking for a Human Resources Manager to own the people operations that keep a fast-growing, multi-state workforce running smoothly — compliance, payroll, employee relations, and the programs that make Inovi a good place to build a career. You'll be the first point of escalation for HR matters across our offices and remote employees, and the person who makes sure we stay compliant as we hire across new states. This role is based in our Oakland office. You'll work on-site for your first 90 days to get fully ramped with the team and our systems, then move to a hybrid schedule.
Essential Job Functions and Core Responsibilities:
Multi-State Compliance Own compliance with federal, California, and multi-state employment law — wage and hour rules, leave laws, meal and rest break requirements, and new-hire reporting Track legislative and regulatory changes across all states where Inovi has employees, and update policies, handbooks, and practices accordingly Maintain required labor law postings, state registrations, and recordkeeping for every jurisdiction where Inovi operates Partner with legal counsel on employment matters, investigations, and policy interpretation Payroll Administration Own end-to-end payroll processing across multiple states, including tax withholding, benefits deductions, garnishments, and off-cycle payments Reconcile payroll each cycle and resolve discrepancies before they reach employees Coordinate with Finance on payroll-related journal entries, year-end filings, and audits Administer state-specific payroll tax registrations and unemployment insurance accounts as Inovi expands into new states Employee Relations & Performance Serve as the primary point of contact for employee relations issues, conducting fair and thorough investigations when needed Coach managers on performance management, corrective action, and difficult conversations Run the performance review cycle, including calibration support and documentation Support offboarding, including exit interviews and final pay compliance by state Talent, Onboarding & Programs Build and maintain onboarding programs that get new hires productive quickly and compliantly, regardless of state Administer benefits enrollment, leave of absence requests (FMLA, CFRA, state equivalents), and workers' compensation claims Maintain the employee handbook and HR policies, and roll out updates clearly across the company
Qualifications:
7-8 years of progressive HR experience, including at least 2 years in a multi-state environment Hands-on experience owning payroll processing and payroll compliance across multiple states Strong working knowledge of California employment law and familiarity with employment law in other common operating states Experience with HRIS and payroll platforms (e.g., Gusto, ADP, Rippling, Paylocity, or equivalent) Sound judgment handling confidential and sensitive employee matters Clear, direct communicator who can translate policy and compliance requirements into plain language for managers and employees Preferred SHRM-CP/SCP or
PHR/SPHR
certification Experience supporting a company through multi-state or rapid headcount growth Experience with benefits administration and leave-of-absence case management Bachelor's degree in Human Resources, Business, or a related field (or equivalent practical experience) Compensation and Benefits 100,000 - 120,000 Benefits include medical, dental, vision, 401(k) with match, PTO.
