("CWS") is seeking an experienced, hands-on Human Resources Manager to oversee and manage the company's day-to-day HR and labor relations functions. This is a working HR leadership role for someone who is comfortable rolling up their sleeves and directly handling employee relations matters, workplace investigations, union grievances, labor issues, leave administration, compliance, recruiting, performance management, and other HR matters—not simply delegating these responsibilities to members of the HR team. The HR Manager will serve as a trusted advisor to management and the executive team while maintaining a visible and approachable presence with employees at our Oakland and San Jose operations. The successful candidate must have significant experience working in a unionized environment and be capable of independently handling labor relations matters, including grievances, CBA administration, disciplinary matters, union relations, and collective bargaining negotiations. With multiyear contracts serving major Bay Area cities, including Oakland and San Jose, CWS offers the opportunity to join an established company with a stable operational foundation and plans for continued growth. Essential Job Functions Manage day-to-day HR operations and employee relations , providing hands-on guidance to employees and managers on performance, discipline, attendance, workplace conduct, and other HR matters. Manage labor relations , including administration and interpretation of CBAs, union grievances, disciplinary matters, union communications, labor-management meetings, and collective bargaining negotiations. Conduct and manage workplace investigations , including complaints involving harassment, discrimination, retaliation, hostile work environment, misconduct, and other employee concerns; partner with Corporate Counsel on sensitive or legally significant matters. Manage employee leaves and accommodations , including FMLA, CFRA, PDL, workers' compensation, disability leaves, reasonable accommodations, and return-to-work processes. Ensure compliance with federal, state, and local employment and labor laws , including wage and hour, payroll, workplace conduct, leave, accommodation, labor relations, and Cal-OSHA requirements. Manage recruiting, hiring, onboarding , performance management, disciplinary actions, terminations, and offboarding. Oversee payroll, benefits, HR systems , employee records, and HR-related vendors and contracts. Develop and implement HR policies , procedures, training, and compliance programs, and advise management on HR and employment-related issues. Personally handle complex HR and employee relations matters rather than simply delegating them to HR staff. Qualifications and Requirements Bachelor's degree in Human Resources, Labor Relations, Business, or related field preferred. 8+ years of progressive HR experience, including significant experience in a unionized environment . Demonstrated hands-on experience administering CBAs, handling union grievances, working directly with union representatives, and participating in or leading collective bargaining negotiations. Experience conducting workplace investigations involving harassment, discrimination, retaliation, hostile work environment, misconduct, and other employee complaints. Strong working knowledge of California and federal employment and labor laws. Experience administering FMLA, CFRA, PDL, workers' compensation and other leaves, as well as reasonable accommodations and the interactive process.
