Develops coordines and issues approved requirements, procedures, plans and policies for MCCS wide implemention. Applies business process principles and techniques as a full business partner to re-engineer and improve HR processes. Provides staff advisory services concerning interpretion of policies, rules, regulions, procedures and practices. Leads management in employing change management, process concepts and techniques such as stregic planning and workforce development. Serves as subject mter expert on all areas of Human Resources, resolves difficult and unusual problems, and provides technical advice to HR Specialists within the installion. Plans, directs, coordines, and reviews work of subordines, making assignments while considering time limits, priorities, and capabilities of employees. Exercises the full range of human resource management responsibilities to include assigning and reviewing work products; approving or disapproving leave; assists the Director in establishing performance standards and evaluing performance; taking and initiing disciplinary actions; counseling employees; taking and recommending changes in organizional assignments; determining resources; and establishing work priorities. Reviews available and/or proposed training courses, determines applicability to employee needs and the work situion, and arranges for training if approprie. Implements good position management concepts; ensures equal opportunity/equal employment opportunity; directs assigned personnel to accomplish the following functions: program areas encompassing civilian and military human resource management and workforce development analysis and assessment. Assist with resolving problems of employee relions and moral. Serves as principal advisor to HR staff and program managers. Develops approprie interventions for management on significant HR issues and concerns. Interpret complex legislive, regulory, and policy guidance to prepare recommendions to leadership. Ensure installion wide position classificion accuracy and consistency interpreting and applying position classificion standards. Supervises full performance level employee(s) to include: assigning, distributing, evaluing work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing time-cards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take approprie action. Maintains current knowledge of public and prive sector personnel practices and procedures, to ensure th best industry practices are incorpored into Marine Corps personnel policy. Is responsible for the continuing development, upding/modernizion and implemention of the human resources informion system. Provides other written and oral guidance, advice and assistance implemention of personnel policies/ procedures. Develops training and briefing merials for managers, personnel specialists. Evalues overall performance of employees. Provides advice counsel, and instruction to accomplish the assigned functions. Interviews candides for vacant positions, recommends selections, promotions, or reassignments. Provides recognition to deserving employees. Assures th subordines job descriptions are current and accure. Lead by example with an emphasis on courtesy. Takes action to solve problems quickly. Alerts the HR Director, or proper point of contact for help when escaled problems arise. Develops and ensures implemention of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings least quarterly. Ensures safety training is provided to employees. Ensures minimal loss of duty by complying with Return To Work program initiives, and following up on employee well being. Represents the Director, HR. Performs other reled duties as assigned. EVALUATIONS
Qualificions Four years of managerial-level human resources experience th includes responsibility for supervising and directing human resources personnel and managing HR programs and operions. Demonstred experience analyzing and resolving complex human resources issues, employee or labor relions, staffing, classificion, performance management, or other personnel mters. Experience providing HR guidance, policy interpretion, and recommendions to management and senior leadership. Experience using a human resources informion system, such as PeopleSoft, to process personnel actions, genere reports, and obtain and analyze HR da. Skill in analyzing problems, identifying relevant factors, evaluing informion, and developing approprie solutions. Ability to communice effectively, both orally and in writing, with employees and leaders all levels, from frontline employees and supervisors through senior military and civilian leadership.
