QUALIFICATIONS
Must hold or be eligible for educator licensure and/or certification in Delaware as Certified Central Office Personnel Minimum of ten years combined public school education experience that must include teaching and building level administration Proficient in Microsoft Office products and data/documentation systems Satisfactory Child Protection Registry Mantoux skin test/PPD documentation Cooperative attitude Good oral and written communication and the ability to present information effectively The State of Delaware requires all public school employees to undergo a criminal background check (state and federal) to determine suitability for employment. Appointment is contingent upon receipt of a satisfactory criminal background check, which is the responsibility of the employee. The State of Delaware requires new employees to be paid by direct deposit and to be part of a lag payroll system as conditions of employment.
OVERVIEW
The Supervisor of Human Resources and Student Supports is a central leader within the school district, responsible for ensuring that both staff systems and student support services operate in seamless alignment and complement one another to drive high levels of student success in grades 5–12. This role provides comprehensive oversight of human resources functions, including recruitment, retention, compliance, licensure and certification, employee relations, and workforce development. In addition, the Supervisor leads key student support areas such as state assessments, school safety, and student services, ensuring alignment with state requirements and district priorities. Working closely with the district leadership team, this position plays a critical role in fostering a safe, compliant, and high-performing school environment for both students and staff.
ESSENTIAL RESPONSIBILITIES
Provide strategic leadership and oversight of all Human Resources functions, including recruitment, hiring, onboarding, retention, and employee relations for certified and non-certified staff. Acts as the contact person with the Department of Education concerning all Human Resources matters. Serves as district administrator on DASPA (Delaware Association of School Personnel Administration). Attends DOE HR quarterly meetings. Develop, implement, and monitor HR policies, procedures, and practices to ensure compliance with federal and state laws, regulations, district polices and collective bargaining agreements (including FLSA, FMLA, ADA, and Title VII). Oversee and manage employee discipline processes, including conducting investigations, documenting findings, and recommending appropriate actions in alignment with district policy and legal requirements. Coordinate and supervise employee recognition programs, including Employee of the Year initiatives and staff appreciation activities, to promote a positive organizational culture and staff engagement. Administer employee benefits programs, including health, retirement, and leave benefits; serve as a liaison between employees and benefits providers. Ensure accurate and timely maintenance of personnel records, HR data systems, and reporting requirements. Oversee teacher and staff licensure and certification processes, ensuring compliance with 14 Del. Admin. Code, including monitoring credentials, supporting staff with licensure pathways, and maintaining appropriate credentials and accurate records in the state's educator data systems (e.g. DEEDS). Lead and support recruitment initiatives, including workforce planning, job fairs, partnerships, and innovative strategies to attract and retain high-quality staff. Supervise and evaluate assigned personnel, including the Administrator of Student Services. Provide leadership and oversight of student support systems, including coordination and administration of state assessment programs. Oversee district safety and security planning, including the development, implementation, and monitoring of emergency preparedness procedures and protocols. Analyze data related to staffing, retention, student supports, and assessments to inform decision-making and continuous improvement efforts. Serve as a key advisor to the Superintendent and district leadership team on HR matters, student support services, and organizational effectiveness. Facilitate professional development related to HR practices, compliance, school safety, student services, and staff support systems. Manage budgets related to HR and student support functions, ensuring fiscal responsibility and alignment with district priorities. Maintain confidentiality of sensitive personnel and student information in accordance with FERPA, applicable Delaware and federal laws and district policies. Communicate effectively with staff, administrators, families, and community stakeholders regarding HR matters and student support initiatives. SALARY AND TERMS OF EMPLOYMENT
This position is a full-time, 12-month administrative contract position. Salary is based on the Delmar School District State and Local salary scales for a Supervisor.
