Job Description

Position Overview We are seeking a detail-oriented, organized, and experienced Bilingual Human Resources Manager to join our team. The ideal candidate will be responsible for overseeing all aspects of human resources operations, including employee onboarding, caregiver credentialing, compliance management, employee relations, recruitment, employee benefits, payroll support, and workforce development. This role requires strong knowledge of healthcare human resources practices, Illinois Department of Public Health (IDPH) compliance requirements, employment regulations, and personnel management. The successful candidate must be able to manage multiple priorities while maintaining accurate employee records, ensuring regulatory compliance, and providing excellent support to employees and management. The Human Resources Manager will play a key role in supporting the organization's workforce by ensuring employees are properly onboarded, trained, credentialed, supported, and retained throughout their employment. The ideal candidate will demonstrate excellent communication skills, strong attention to detail, sound judgment, and the ability to develop and maintain effective HR processes that promote employee satisfaction, engagement, and organizational compliance. Key Responsibilities Employee Onboarding & Credentialing Manage the complete employee onboarding process, including new-hire documentation, orientation, employment verification, and caregiver credentialing requirements. Ensure all caregivers meet agency and applicable regulatory requirements before beginning assignments, including background checks, health documentation, required training, and certifications. Coordinate and monitor the completion of required onboarding activities and ensure all documentation is properly maintained. Maintain accurate and confidential personnel files for all employees. Compliance & Regulatory Management Monitor and maintain compliance with Illinois Department of Public Health (IDPH) requirements and other applicable healthcare regulations. Track employee compliance requirements, including annual training, certifications, medical documentation, background checks, and expiration dates. Develop systems and processes to ensure required documentation is completed and renewed on time. Conduct regular audits of personnel files to ensure employee documentation is complete, accurate, current, and readily available for internal or regulatory review. Identify compliance gaps and implement appropriate corrective actions. Prepare documentation, reports, and records required for internal reviews, audits, inspections, and regulatory compliance. Maintain organizational readiness for compliance inspections and external audits. Training & Employee Development Coordinate and monitor mandatory employee training programs. Maintain accurate training records and ensure employees complete required training within established deadlines. Assist with employee development, performance improvement, and retention initiatives. Support programs and initiatives designed to improve employee engagement, satisfaction, and performance. Recruitment & Workforce Support Assist with recruitment, interviewing, selection, and hiring processes. Support caregiver staffing operations by collaborating with scheduling and operations teams to address staffing needs and workforce availability. Assist with retention strategies and initiatives designed to maintain a reliable and qualified caregiver workforce. Support workforce planning and organizational staffing initiatives. Help ensure staffing needs are addressed while maintaining compliance with applicable requirements. Employee Relations Serve as a trusted resource for employees and management regarding HR policies, workplace concerns, and employment-related matters. Handle employee relations matters, including workplace investigations, conflict resolution, disciplinary actions, performance concerns, and corrective action processes. Promote a respectful, professional, and positive workplace environment. Maintain confidentiality when handling employee concerns and sensitive HR matters. Support management in addressing employee performance and conduct issues fairly and consistently. Payroll & HR Administration Demonstrate proven experience with payroll processes and payroll-related HR functions. Review and maintain accurate employee information necessary for payroll processing. Assist with resolving payroll-related employee questions and discrepancies. Maintain accurate records related to employee status, compensation, timekeeping, and other payroll requirements. Ensure HR and payroll records are properly maintained and handled confidentially. Employee Wellbeing & Workplace Support Promote the general wellbeing, engagement, and professional development of employees. Serve as a point of contact for employees who need assistance with workplace concerns, resources, or HR-related matters. Help create and maintain a supportive, respectful, and inclusive work environment. Identify opportunities to improve employee satisfaction, retention, communication, and workplace culture. Work collaboratively with leadership to address workforce concerns and implement initiatives that support employee wellbeing. HR Policies & Process Improvement Develop, update, and implement HR policies, procedures, employee guidelines, and internal processes in alignment with company standards and applicable employment regulations. Evaluate existing HR processes and recommend improvements that increase efficiency, accuracy, compliance, and employee satisfaction. Support leadership with workforce planning, HR initiatives, and organizational improvements. Maintain accurate HR records, reports, and documentation. Protect the confidentiality and security of employee records and sensitive HR information. Qualifications & Skills Proven experience in human resources management, preferably within a healthcare, home healthcare, caregiving, or other regulated industry. Bilingual proficiency in English and Spanish strongly preferred. Strong knowledge of employee onboarding, credentialing, compliance, and personnel administration. Working knowledge of IDPH requirements and applicable healthcare regulations. Proven payroll experience. Experience with employee relations, investigations, disciplinary processes, and performance management. Strong organizational and time-management skills with exceptional attention to detail. Excellent written and verbal communication skills. Ability to maintain confidentiality and exercise sound judgment when handling sensitive information. Strong problem-solving and decision-making abilities. Ability to manage multiple priorities and deadlines in a fast-paced environment. Proficiency with HR systems, Microsoft Office, and other relevant administrative software. Ability to work independently as well as collaboratively as part of a team. Strong interpersonal skills and the ability to build positive working relationships with employees, caregivers, management, and external partners. Ensure employees and caregivers receive timely and effective HR support. Maintain consistent compliance with applicable regulatory and organizational requirements. Take initiative in identifying HR and compliance issues before they become significant concerns. Promote a positive workplace culture focused on employee engagement, accountability, and wellbeing. Partner effectively with leadership, operations, and scheduling teams to support organizational goals.
Pay:
Up to $60,000.00 per year
