SUMMARY The Human Resources Director is responsible for the full spectrum of human resources functions including talent acquisition, employee relations, benefits administration, compensation, compliance, and workforce development. This role ensures the facility maintains a qualified, compliant, and engaged workforce in accordance with CMS IRF CoPs, CIHQ personnel standards, Louisiana employment law, and applicable federal regulations. The HR Director serves as a trusted advisor to leadership and a resource for all employees.
FUNCTIONS & RESPONSIBILITIES
- Manage the full-cycle recruitment, selection, onboarding, and orientation process for all W-2 facility positions.
- Maintain personnel files in compliance with CIHQ, CMS, and Louisiana LDH requirements; ensure required documents are on file for all employees.
- Administer employee benefits programs including health insurance, retirement, PTO, FMLA, and ADA accommodations.
- Develop and implement HR policies and procedures in compliance with applicable federal and Louisiana state employment laws.
- Serve as the primary point of contact for employee relations issues, including conflict resolution, performance counseling, and disciplinary actions.
- Manage the performance evaluation process; support managers with documentation, coaching, and corrective action.
- Coordinate and track mandatory education, licensure verification, competency validation, and annual training requirements for all staff.
- Ensure compliance with CIHQ personnel record requirements including signed job descriptions, performance evaluations, and orientation documentation.
- Develop and implement employee recognition, retention, and engagement programs.
- Manage workers' compensation, unemployment claims, and workplace injury reporting.
- Ensure compliance with EEOC, ADA, FMLA, Title VII, FLSA, and applicable Louisiana employment statutes.
EDUCATION & EXPERIENCE REQUIREMENTS
Required:
Bachelor's degree in Human Resources, Business Administration, or related field.
Preferred:
Master's degree in HR, MBA, or MHA.
Required:
Minimum three (3) years of HR generalist or HR management experience.
Highly Preferred:
Healthcare HR experience, preferably in an IRF, acute care, or post-acute setting.
Preferred:
Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) from HRCI.
