JPHSA's primary service area is Jefferson Parish. In addition to serving children, adolescents, adults, elders, and their families, JPHSA collaborates with an array of stakeholders and advocacy groups, community leaders, and elected officials. JPHSA is approved for 145 State Civil Service positions per the Division of Administration, with an operating budget of upwards of $25,000,000 per year. We are seeking an experienced and dynamic Human Resources Director to oversee the full scope of human resources functions, including recruitment, policy development, employee engagement, benefits administration, compliance, and leadership support. This role requires a forward-thinking professional who can drive strategic HR initiatives, foster a high-performing and inclusive workplace, and serve as a trusted advisor to leadership. Minimum Qualifications Eight years of human resources experience; OR Six years of full-time experience in any field plus five years of human resources experience; OR A bachelor's degree plus five years of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus four years of human resources experience.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience. Job Duties and Other Information Job Duties:
As an HR Director you will, Oversees all functions of the JPHSA Human Resources Department and is responsible for any communication with the Louisiana State Civil Service Ensures compliance with federal, state, and parish regulations regarding human resources and employment, including but not limited to laws enforced by the Equal Employment Opportunity Commission, Fair Labor Standards Act, Americans with Disabilities Act, and the Louisiana Workers' Compensation Act. Completes all required reporting. Ensures compliance with the Louisiana Department of State Civil Service rules and serves as the Authority's subject matter expert Advises directors and supervisors concerning Civil Service Rules and JPHSA Human Resources policies and procedures. Interprets Civil Service Rules and consults with Civil Service as needed to ensure accurate application. Verifies with Civil Service whenever he/she is unclear about the intent of a Rule or the definition of a term used in a Rule Serves as point person in HR for the credentialing and privileging process, inclusive of all communication with Service Delivery Area Division Directors and Revenue Cycle Management Ensures all personnel actions are executed within approved budget parameters in collaboration with the JPHSA Chief Financial Officer and Executive Director. Reviews and updates (if needed) all Human Resources policies and procedures on no less than a biannual basis Oversees new staff member general orientation. Reviews program content or curriculum at least biannually, seeking input from members of the Executive Management Team and the Executive Director Ensures all supervisors receive supervisor training at New Hire, or change of role, and oversees the development of ongoing training on supervisory topics and facilitation of focus discussion groups on identified topics for agency leaders/supervisors Oversees agency training for all required training, to include the facilitation of First Aid, CPR, Crisis Prevention Institute's Nonviolent Crisis Intervention, and any other requirements Manages the trainings offered and tracks them through the Relias Learning System and the Louisiana Employees Online (LEO). Assigns staff resources to work with internal subject matter experts on the production of JPHSA specific training for presentation through Relias Learning Ensures all employee position descriptions are accurate and up-to-date per the Louisiana Department of State Civil Service Requirements. Maintains a tracking system and notifies supervisors at all levels of the need to review and update individual position descriptions Reviews all proposed disciplinary actions with the JPHSA General Counsel. Follows his/her recommendations and/or instructions for all subsequent actions. Represents JPHSA at all Louisiana Department of State Civil Service actions. Seeks guidance from JPHSA's General Counsel and follows his/her recommendations and/or instructions for all follow-up activities
