Job Description
Position Overview The Workforce Manager is a strategic leadership role responsible for strengthening RISE Community Services' workforce through intentional recruitment, training, development, and retention initiatives. Working under the direction of the Human Resources Director and in close collaboration with the Quality & Compliance team, this position ensures staff are equipped, supported, and developed to deliver high-quality services aligned with RISE's mission. This role leads the design and implementation of onboarding, training, and professional development systems that build staff competency, promote career growth, and enhance organizational effectiveness. The Workforce Manager plays a key role in identifying talent, creating pathways for advancement, and fostering a culture of continuous learning and engagement. This position may also be embedded within departmental teams as needed to support culture development, reinforce expectations, and provide hands-on coaching and training. Key Responsibilities Lead Training & Development Oversee onboarding processes to ensure new staff are prepared, confident, and aligned with RISE values Ensure staff meet and maintain required competencies across roles Continuously evaluate and improve training systems to enhance effectiveness and engagement Manage and expand the agency's professional development catalog Support Workforce Growth & Advancement Identify high-potential staff and support career pathway development Recognize opportunities for internal promotions, role transitions, and leadership development Align training opportunities with RISE's "Pathways to Success" framework Ensure Compliance & Quality Partner with the Quality & Compliance team to ensure all training meets regulatory and organizational requirements Monitor and track training completion and compliance metrics Support audit readiness related to workforce training and competency Collaborate on Recruitment & Retention Work closely with HR to support recruitment strategies that attract mission-aligned talent Partner with the Safety & Enrichment Coordinator to identify training needs and develop enrichment initiatives Contribute to retention strategies by improving staff engagement, growth opportunities, and job satisfaction Drive Continuous Improvement & Culture Development Develop a deep understanding of day-to-day staff responsibilities across programs Identify gaps in skills, knowledge, and systems impacting workforce performance Recommend and implement solutions that strengthen workforce capability and service delivery Embed within departmental teams as needed to model expectations, strengthen culture, and provide real-time coaching and training Physical R equirements Ability to travel between various residential and community sites as needed. Must be able to demonstrate physical tasks such as lifting, transferring individuals, or using adaptive equipment during training sessions.
