Eastern Lebanon County School District (ELCO) is seeking an experienced, collaborative, and strategic Director of Human Resources to provide districtwide leadership for the Human Resources function and serve as a trusted advisor to the Superintendent and administrative team. This position is designed for a leader who can build strong systems while keeping people at the center of the work. The successful candidate will lead talent management, employee and labor relations, personnel compliance, workforce planning, compensation and benefits oversight, leave and accommodation processes, and other core personnel functions. The Director will help ELCO strengthen consistency, accountability, service, risk management, and long-term organizational sustainability while supporting a positive and professional workplace culture. Reports To Superintendent Work Year 250 days Classification Act 93 Administrative Position / FLSA Exempt Compensation Salary and benefits established by the Board of School Directors through the ELCO Act 93 Administrative Compensation Plan and/or individual employment terms Minimum Requirements Bachelor's degree in human resources, business administration, public administration, educational leadership, organizational leadership, or a closely related field. At least five years of work experience in human resources, personnel administration, labor relations, organizational leadership, or a closely related field. All background checks, clearances, mandated trainings, and other employment requirements applicable to Pennsylvania public-school employees and administrators. Preferred Experience Master's degree in human resources, business administration, public administration, educational leadership, labor relations, organizational leadership, or a closely related field. Successful human resources leadership experience in a Pennsylvania public school district, intermediate unit, or Career & Technical Center. Professional human resources certification such as SHRM-SCP, SHRM-CP, SPHR, PHR, or another recognized HR credential. Working knowledge of the Pennsylvania Public School Code, PDE certification and TIMS processes, PIMS/personnel reporting, PSERS-related personnel processes, school-district governance, and Act 93 administration. Experience with employee relations, investigations, corrective action/discipline, employment-law compliance, policy/procedure development, and confidential personnel matters. Knowledge of federal and state employment laws and regulations applicable to public employers, including
FMLA, ADA, FLSA, EEOC
requirements, and related leave/accommodation obligations. Key Responsibilities Develop and implement a districtwide Human Resources strategy aligned with ELCO's priorities, workforce needs, and fiscal capacity. Serve as the Superintendent's primary advisor on personnel administration, employment practices, organizational design, workforce planning, labor relations, and related risk-management matters. Lead, supervise, and strengthen the Human Resources function, including clear roles, workflows, procedures, service standards, internal controls, and accountability. Lead comprehensive talent-management systems for workforce planning, recruitment, and retention. Provide leadership for collective bargaining and labor relations. Supervise the HR Generalist. Advise district administrators on sensitive personnel matters. Ensure compliance with employment law, Pennsylvania School Code requirements, Board policy, collective bargaining agreements, Act 93 requirements, and other personnel obligations. Oversee leave and accommodation processes, including workers' compensation, unemployment compensation, and other employee benefits. Collaborate with the Business Manager and district leadership on staffing projections, attritional savings, and personnel-related budget planning. Oversee certification, credentialing, clearances, mandated training documentation, TIMS, personnel records, HR reporting, audits, and other compliance systems. Prepare personnel recommendations and supporting information for School Board agendas and Personnel Committee discussions as requested. Communicate clearly, respectfully, and consistently with employees and other stakeholders. Other duties as assigned by the Superintendent.
