Description The Human Resource Manager and Compliance Officer plays a vital role in supporting OR2R's mission by overseeing human resources functions, maintaining employment and organizational compliance, and helping ensure a fair, professional, and legally compliant workplace. This position is responsible for recruitment support, onboarding, personnel records, policy implementation, staff training coordination, compliance monitoring, and confidential employee-related matters. Training in Human Resources, Business Administration, nonprofit management, compliance, or a related field preferred; equivalent experience may be considered.
Prior experience in human resources, employee relations, nonprofit administration, compliance, or a related role preferred.
Knowledge of employment practices, confidentiality requirements, personnel documentation, workplace policies, and basic labor law compliance.
Strong organizational, written communication, verbal communication, and problem-solving skills.
Ability to handle sensitive employee, participant, and organizational information with discretion and professionalism.
Proficiency in Microsoft Office, Microsoft 365, OneDrive, Teams, Zoom, and related administrative systems.
Ability to work independently, collaborate with leadership and staff, and maintain clear documentation.
Commitment to the mission, values, recovery-friendly environment, and ethical standards of OR2R.
Willingness to complete continuing education and training related to human resources, compliance, confidentiality, and nonprofit operations.
Oversee human resources functions including recruitment support, hiring documentation, onboarding, personnel files, and separation of paperwork.
Maintain accurate and confidential employee records, training records, policy acknowledgments, background check documentation, and related HR files.
Monitor organizational compliance with employment policies, internal procedures, grant requirements, confidentiality standards, and applicable workplace regulations.
Review, update, and help implement employee handbook policies, HR forms, compliance procedures, and staff guidance materials.
Coordinate required staff training, continuing education, certifications, and compliance-related reminders to ensure timely completion and documentation.
Support supervisors and leadership with employee relations matters, performance documentation, corrective action processes, and policy interpretation.
Assist the Executive Director with compliance reporting, audit preparation, risk management documentation, and responses to internal or external compliance requests.
Conduct periodic reviews of HR and compliance files to identify missing documentation, policy gaps, or areas needing corrective action.
Promote fair, consistent, ethical, and recovery-supportive workplace practices across OR2R.
Warn violators of infractions or penalties for Fraud Abuse Waste for Medicaid billing.
Report law or regulation violations to board of directors at Open Rhodes 2 Recovery, during board meetings.
Identify compliance issues that require follow-up or investigation with the Recovery Community Organization (RCO), or Medicaid billing.
Aid internal or external auditors in compliance reviews and ensure all requested information by auditors is available, easily accessible, and accurate.
Verify that all firm and regulatory policies and procedures have been documented, implemented, and communicated.
Serve as a link between management and employees by handling questions, interpreting and administering contracts, assisting the executive director and program managers to resolve work-related problems.
Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations.
Perform difficult staffing duties, including dealing with understaffing, referring disputes, firing employees, and administering disciplinary procedures for the organization, creating and monitoring Corrective Action Plans (CAP) to ensure compliance.
Analyze training needs to design individual employee development, language training, and health and safety programs.
Ensure all staff are maintaining their licensing, certifications, and continued education as required by the state of Pennsylvania.
