Oversight of the onboarding experience including background investigations of prospective employees. Assist the Director with the creation and update of HR policies, including the update of the Employee Handbook. Implementation and oversight of performance management process including goal setting, evaluations, and professional development as well as the creation and implementation of performance improvement plans (PIP). Reviews and tracks all performance evaluations and PIPs for accuracy, detail, and completeness. Assists the Director with the maintenance of competitive benefits packages for the agency, including health, dental, vision, GLI, and retirement plans. Conducts annual review and comparability study of benefits. Tracks and produces written reports on attendance, overtime, benefit utilization, and other reports appropriate and necessary for labor negotiations to fulfill the mission of the Authority and the HR function. Collaborate with management to address workforce planning, succession planning, and organizational needs. Assists Director in Strategic Planning Process including tracking and reporting. Administration/compliance/oversight of FMLA, Workers Comp, LOA, and Reasonable Accommodations, as well as all federal, state, and local HR regulations. Administration/oversight of Human Resource HRIS System. Payroll Oversight of payroll processing to ensure accuracy including payroll adjustments, special payrolls, OOG pay, overtime, etc. Oversight of preparation of weekly/monthly payroll billing. Employee & Labor Relations Investigation of employee complaints, collection of data Handle disciplinary matters in accordance with union guidelines, grievances, and EEO complaints. Maintains positive labor relations and managerial effectiveness in a union environment. Meets regularly with union representatives to discuss labor-management issues and concerns. Assists with the development of bargaining strategies/collection of data to negotiate bargaining agreements. Assists with the development and administration of the labor relations program including grievances, progressive discipline, arbitration, terminations, and labor negotiations.
