Our caregivers and office team are the heart of everything we do, and we are looking for an HR leader who shares our commitment to compassionate care, professional excellence, and building a workplace where people want to stay and grow. This is a fully on-site role based in our Columbia office. It is not remote and it is not hybrid. Daily presence in the office is essential to building strong relationships with our caregivers, supporting walk-in applicants, and partnering closely with our scheduling and care teams every day. Job Summary The Human Resources Manager is responsible for leading the full employee lifecycle for our caregiving and office staff at the agency. This role drives our caregiver recruiting and retention strategy, owns federal, state, and home care-specific compliance, designs and implements training programs, and partners with leadership on workforce planning. The HR Manager will also support inside sales and client intake activities as needed and participate in the on-call rotation to ensure continuity of care for our clients. This is a hands-on, high-impact, in-office role for an experienced HR professional who thrives in a fast-paced, mission-driven environment and understands the unique demands of the home care industry. Duties Recruiting & Hiring Strategy Develop and execute a year-round caregiver recruiting strategy to maintain a robust pipeline of qualified CNAs, HHAs, PCAs, and companion caregivers. Source candidates through job boards, community partnerships, schools, referral programs, social media, and local recruiting events throughout the Columbia area.
Manage the full hiring funnel:
job postings, screening, in-person interviewing, reference and background checks, drug screening, and onboarding. Track and report on key recruiting metrics including time-to-hire, cost-per-hire, applicant flow, and offer acceptance rates. Build and maintain relationships with local Columbia-area nursing programs, technical schools, workforce development agencies, faith-based organizations, and senior service partners. Compliance & Risk Management Ensure compliance with all federal, state, and local employment laws including FLSA, FMLA, ADA, EEOC, OSHA, and applicable home care regulations.Maintain caregiver credential files:
licensure, certifications, CPR/First Aid, TB tests, immunizations, and continuing education. Oversee I-9 verification, E-Verify, background checks, and state caregiver registry checks per Right at Home and state requirements. Maintain accurate, audit-ready personnel records and HR documentation in compliance with franchise and regulatory standards. Manage workers compensation claims, unemployment claims, and incident reporting. Support state licensing audits, accreditation surveys, and internal Right at Home franchise reviews. Training & Development Design and implement a structured caregiver orientation and ongoing training program aligned with agency standards and state requirements. Coordinate annual in-service training, competency evaluations, and skills validations. Identify training needs across the office team and deliver or source appropriate development opportunities. Maintain training records and ensure all staff complete required courses on schedule. Employee Retention & Engagement Build and lead a comprehensive caregiver retention program including recognition, rewards, milestone celebrations, and career pathways. Conduct regular check-ins, stay interviews, and exit interviews to identify trends and reduce turnover. Partner with scheduling and operations to address caregiver concerns related to assignments, hours, and client matches. Lead employee engagement initiatives, surveys, and culture-building events that reinforce our mission of compassionate care. Coach supervisors on performance management, corrective action, and conflict resolution. Inside Sales & Client Support (As Needed) Provide back-up support for inbound client inquiries, intake calls, and care consultations during peak periods or staff absences. Communicate agency services, pricing, and value to prospective clients and family decision-makers with empathy and professionalism. Collaborate with the sales and care coordination teams to ensure smooth handoffs between intake, scheduling, and service delivery. On-Call Responsibilities Participate in the rotating on-call schedule (evenings, weekends, and holidays as assigned) to handle urgent caregiver, client, and HR matters. Respond promptly to call-offs, emergency staffing needs, and time-sensitive employee relations issues. Document all on-call activity and coordinate follow-up with the appropriate office team members. Skills Extensive knowledge of human resources management practices including talent management, HRIS systems such as Oracle HCM or SAP SuccessFactors, and project management methodologies. Proficiency in employment law compliance, OSHA standards, workers' compensation procedures, and affirmative action planning. Strong communication skills capable of engaging diverse audiences at all levels within the organization. Demonstrated ability to manage HR functions using various platforms such as UltiPro, Kronos, Taleo, or paychex for payroll processing and data collection. Experience with social media management for employer branding and recruitment purposes. Exceptional organizational skills with attention to detail in data entry, contracts administration, and HR reporting. Proven ability to lead change initiatives effectively while maintaining a positive team environment focused on continuous improvement.
