This position plays a critical role in supporting our employees, ensuring compliance, managing organizational risk, and helping advance our mission through effective human resources and safety practices. Why This Role Matters The HR Risk Manager is responsible for leading all aspects of the organization's human resource functions while coordinating risk management activities across the agency. This position oversees recruitment, employee relations, benefits administration, compliance, workers' compensation, insurance programs, safety initiatives, leave administration, and policy development. As a member of the management team, the HR Risk Manager contributes to organizational planning, policy implementation, and operational success while fostering a positive, compliant, and safe work environment. What You'll Do Human Resources Leadership Lead the development, implementation, and administration of HR programs, policies, procedures, and services. Manage full-cycle recruitment, onboarding, and employee retention initiatives while ensuring compliance with employment laws and EEOC regulations. Serve as a trusted advisor to leadership and staff on employee relations, compensation, benefits, classifications, and HR policies. Interpret and apply employment laws and regulations, including ADA, FLSA, and EEOC requirements. Investigate employee concerns and workplace issues, facilitating fair and compliant resolutions. Administer performance management processes, including corrective actions, performance improvement plans, and disciplinary measures. Maintain confidential employment records and complete required HR reports, including Maintenance Wage Assessment Summaries. Benefits & Leave Administration Administer employee benefit programs, including health, dental, vision, retirement, disability, and related offerings. Coordinate benefit enrollments, changes, open enrollment, COBRA administration, and employee support. Manage employee leave programs, including medical, parental, military, and other protected or extended leaves. Prepare and process disability and leave-related documentation. Risk Management & Insurance Administer workers' compensation, liability, and property claims from initiation through resolution. Investigate incidents, document findings, and prepare reports and recommendations. Coordinate insurance renewals and monitor coverage for property, liability, workers' compensation, and employee benefits. Review employment background checks and provide hiring-related recommendations. Safety & Compliance Lead the Safety Committee and promote a culture of workplace safety. Coordinate safety meetings, training programs, employee orientations, and required testing programs. Administer the organization's drug and alcohol testing program, including post-accident and reasonable suspicion testing. Ensure compliance with applicable safety regulations and implement corrective actions as needed. Monitor regulatory changes affecting employment law, insurance, ACA requirements, and HR systems administration. Organizational Leadership Participate as a member of the management team in organizational planning, budgeting, operations, and strategic initiatives. Serve as the organization's Information Technology liaison and process HR-related accounts payable. Assist with development of the Five-Year Plan, Annual Public Housing Plan, and other agency initiatives. Prepare reports, recommendations, and supporting documentation for leadership and Board meetings. Participate in professional development activities and perform other duties as assigned by the Executive Director. Required Skills & Experience 4+ years of progressive human resources experience. Strong knowledge of federal and state employment laws and HR compliance practices. Experience in employee relations, recruitment, benefits administration, leave management, and policy development. Experience with workers' compensation, insurance administration, safety programs, or risk management. Strong communication, organizational, leadership, and problem-solving skills. Proficiency with Microsoft Office and HR technology systems. Supervisory experience preferred. Experience in public housing, government, nonprofit, municipal, or public-sector organizations preferred. Comprehensive knowledge of HR practices, employee relations, compensation, benefits, and performance management. Understanding of risk management, insurance administration, and employment law compliance. Ability to interpret policies, regulations, and legal requirements. Strong decision-making, communication, and interpersonal skills. Ability to manage multiple priorities, maintain confidentiality, and effectively lead staff.
